About this file
This is a Questions and Answers document for RFQ 6923G526Q0059 regarding vehicle gate replacements at GLS Maintenance Base, Eisenhower and Snell Locks in Massena, NY. The document clarifies specifications and requirements for contractors bidding on the replacement of eight automatic horizontal cantilever sliding gate and operator systems. Key clarifications include: all seven gate posts with compromised or out-of-plumb conditions must be replaced (including 2 gate posts and 1 latch post) and set a minimum of 3 feet into concrete that is at least 4 feet 6 inches deep and 16 inches in diameter; contractors may propose DC-powered gate operators accepting 120/208/240 single-phase power as an alternative to the original 3-phase requirement, with GLS providing power and contractors making final connections; the motor requirement has been modified to allow a minimum of 1HP instead of 2HP; all gates must meet UL 325 safety standards with extra safety equipment included in quotations; aluminum slide gates with roller chain manual release operators are required; existing inductance loops will be transferred to the new setup with contractors permitted to propose modern sensor alternatives as options; retro-reflective photo eyes are acceptable; audio/visual warning systems with strobe and alarm must be installed on all gates; and GLS will provide temporary security fencing.
The quotation deadline is June 23, 2026, at 2:00 PM EST, with work to be completed within 90 calendar days of the Notice to Proceed. This is a Total Small Business Set Aside (NAICS 238990 with $19.0M size standard) issued as an RFQ under FAR Parts 12 and 36 for commercial construction services. Offerors must be registered and active in SAM.gov at the time of solicitation closing.

Sheet1 6923G526Q0059 - GLS Vehicle Gate Replacement Questions & Answers
| # | Question | Answer |
| 1 | 7 of the 8 gates have compromised or out of plumb gate posts that need to be replaced. |
Should we quote replacing the compromised posts?
| OR assume complete replacement (remove posts, install new, re-connect chain link fence)? | All posts shall be replaced. This includes 2 gate posts and the latch post. Gate posts shall be sized appropriately for load. Gate posts shall be set a minimum of 3' into concrete that is a minimum of 4'-6" deep and 16" in diameter. | |
| 2 | The operators on site are all from PowerMaster – specifically the SG104 (208V 3-phase with AC 1HP motor). |
The scope of works document notes battery backup system – this suggests replacing those operators with a unit that accepts 208 3-phase power and offers a battery backup system. This is rare.
We can quote with a DC powered gate operator that can accept 120/208/240 single phase power?
This option will require more work on the electricians end.
We would ideally quote the ALL-O-Matic SL150DC PRO 1HP model slide gate operator – in a post mount configuration.
| Is this an acceptable alternate? | A DC powered gate operator that can accept 120/208/240 single phase power would be acceptable. GLS will provide power to the gate operator. Contractor shall make final connections to the operator. | |
| 3 | The scope of work also shows a 2HP motor requirement, even though 1HP is currently on site. |
1 HP is standard, 2 HP options are rare. Please clarify which option is required.
| Should we elect to remove the battery backup option – we can quote for direct replacements. | PWS has been modified to allow for a minimum of a 1HP motor | |
| 4 | A few of the gates have additional entrapment zones that require extra safety equipment OR moving the entrapment object. In each case, this would be moving back a fence post about 16 in. away from the gate. |
| Are we to include this work OR include extra safety equipment? | All gates once installed shall meet UL 325 safety standards. Extra safety equipment required to meet these standards should be included in the quotation. | |
| 5 | The existing inductance loops at each gate are in a compromised situation and will soon fail (cracked/compromised pavement). |
We can transfer these loops over to the new setup, BUT they will fail.
Should we include options for modern sensors that replace the needs for loops?
EXAMPLE: Optex OVS-02GT proximity sensor, BEA Falcon motion sensor – we use in conjunction with each other to satisfy all loop functions.
Existing loops will be transferred to the new gate setup. GLS will be responsible for repairing if they fail.
Contractor may propose the the modern sensors as an option.
6 The SOW states infrared emitter/transmitter technology – assuming this is for a B1 safety (photo eye).
The site does not have the required conduit(s) for through-beam style photo eyes.
We would elect to use retro-reflective options.
| Please clarify which is required and/or acceptable. | Retro reflective options will be accepted. | |
| 7 | During the work at each entrance – the perimeter will likely remain un-secure. |
Shall we provide temporary fence panels for overnight security in our bid?
| GLS will provide a temporary swing gate to provide overnight and weekend security. | |
| 8 | SOW mentions both steel pipe slide gates AND Aluminum frame slide gates. |
Aluminum frame are currently on site – are we to quote direct replacement?
NOTE: Pricing on steel pipe slide gates is considerably “less”, and not ideal for automation and maintenance.
| Quote aluminum slide gates. | |
| 9 | SOW mentions “wheel and rail” drive style operator OR “roller chain with manual release”, the latter being what is currently on site. |
Please denote which option?
| NOTE: Price is significantly more with “wheel and rail drive style operator” | Quote roller chain with manual release. | ||
| 10 | Would GLS have their personnel- trades dept be able to plumb check the gate posts and make adjustments? It was noted that not all post are plumb. | No, replacement of all gate posts should be included in quotation. | |
| 11 | Is Aluminumized chain link fabric acceptable on the gate ? | Yes | |
| 12 | Is a DC Gate motor with Battery back up an acceptable alternative ? 1 foot per sec. Vs the Electrical service: of 208 V AC, 3 phase that is spec out in doc required ? Like the power master SG 104 that is on site. | A DC powered gate operator that can accept 120/208/240 single phase power would be acceptable. GLS will provide power to the gate operator. Contractor shall make final connections to the operator. | |
| 13 | Is a Minimum 2 hp motor. What GLS require ? | PWS has been modified to allow for a minimum of 1HP motor | |
| 14 | Would GLS prefer The Power master Gate operator similar to what is on site? | GLS will allow any operator that meets the PWS requirements. | |
| 15 | Audio/visual warning system with strobe and alarm. I did not see this during the bid walk visit , Is that what is required? And is to be installed on all ? | This is required and should be installed on all gates. |
