This is a Statement of Work (SOW) for the Great Lakes St. Lawrence Seaway Development Corporation (GLS), a wholly owned U.S. Government corporation within the Department of Transportation, for the removal and replacement of vehicle gate systems at three lock facilities in Massena, New York.
The Contractor shall remove and replace eight existing vehicle gate systems with new, fully functional automatic horizontal cantilever sliding gates and operator systems. The eight gates are located at the Maintenance Base (M1: 24'4"), Eisenhower Lock (E1: 24', E2: 23', E3: 30', E4: 16'), and Snell Lock (S1: 24', S2: 18', S4: 20'). All gates shall be 84 inches in height with Type II Cantilever Slide Gate, Class 2 construction, featuring round tubular steel posts complying with ASTM F1184, tubular aluminum frames, 9-gauge zinc-coated chain-link fabric with 2-inch mesh, and manufacturer's standard overhead track systems. Gate operators must be identical across all installations to standardize components, UL 325 listed, factory-assembled heavy-duty commercial/industrial units with minimum 1 horsepower motors, capable of 60 feet per minute minimum speed, 1000-pound maximum gate weight capacity, and minimum 30 cycles per hour operation. Operators must include vehicle loop detectors, infrared presence detection, obstruction detection via safety edges and photoelectric sensors, adjustable limit switches, emergency manual release, digital microprocessor controls, 24-hour programmable timers, audio/visual warning systems, and battery backup with fail-safe and fail-secure operation. The Contractor must complete all work within 90 calendar days from Notice to Proceed, including site verification, field coordination, electrical connections, testing, commissioning, on-site training for Government personnel, and delivery of project plans, test reports, operations and maintenance manuals. The work encompasses ten contract line items (CLINs): mobilization, eight individual gate and operator replacements, and demobilization with disposal and site restoration.

Statement of Work (SOW)
Maintenance Base and Locks Vehicle Gate Replacement
1. Background Information:
The Great Lakes St. Lawrence Seaway Development Corporation (GLS) is a wholly owned U.S.
Government corporation within the U.S. Department of Transportation. GLS operates and maintains the U.S. portion of the St. Lawrence Seaway between Lake Ontario and Montreal, Quebec.
GLS maintains multiple vehicle access gates at Eisenhower and Snell Locks that provide controlled access to lock facilities, operational areas, and maintenance zones. Several existing vehicle gates have reached the end of their service life and require replacement to maintain security, operational reliability, and safety.
GLS requires removal and replacement of eight (8) existing vehicle gate systems with new, fully functional, automatic horizontal cantilever sliding gate and operator systems that meet current safety, operational, and performance requirements.
2. Mission/Purpose
GLS is seeking a qualified contractor to remove and replace existing vehicle gate systems at
Eisenhower and Snell Locks with new, fully functional, automatic horizontal cantilever sliding gate and operator systems that meet current safety, operational, and performance requirements.
3. Scope:
The Contractor shall provide all labor, materials, equipment, tools, supervision, and incidentals necessary to remove existing horizontal sliding gates and associated components and furnish and install eight (8) new horizontal sliding gate systems, including gates, operators, controls, safety devices, electrical components, and accessories.
The work includes:
Field verification of existing conditions, dimensions, and utility connections for each gate location
Removal and proper disposal of existing gates, operators, controls, and associated hardware
Design, fabrication, and installation of eight (8) new horizontal cantilever sliding gates
Installation of new automatic gate operator systems with all required safety, control, and detection devices
Electrical connections, testing, and commissioning
Training, documentation, and closeout submittals

The Contractor shall be responsible for all site verification, coordination, and adjustments necessary to ensure proper fit and operation of each installed system.
The Contractor shall provide on-site training to Government personnel on operation, safety features, and routine maintenance of the gate systems.
The Contractor shall perform full system commissioning including functional testing of all mechanical, electrical, and safety components.
4. Technical Requirements
The installed systems shall meet or exceed the following requirements. Equivalent systems are acceptable provided they meet all stated performance requirements. See attached print SLS-
340-97 for general layout of gates.
4.1 Horizontal Sliding Gates
Type II Cantilever Slide Gate, Class 2, with internal roller assemblies.
Gate opening size: See Schedule of Gates above.
Gate Height: 84”
Gate posts: Round tubular steel complying with ASTM F1184.
Gate replacement includes replacement of gate posts.
Gate frame and bracing: Tubular Aluminum.
Welded frame corners with 3/8-inch adjustable truss rods for panels 60 inches or wider.
Gate posts and frame end members shall extend 12 inches above the top of chain-link fabric to accommodate barbed wire assemblies.
Chain-Link Fence Fabric:
a. 9-gauge wire diameter
b. Mesh Size: 2 inches
c. Zinc-Coated Fabric: ASTM A392, Type II, Class 1, 1.2 oz./sq. ft. with zinc coating applied before weaving
d. Coat selvage ends of metallic-coated fabric before the weaving process with manufacturer’s standard clear protective coating.
e. Fabric shall extend full length of gate
4.2 Hardware and Track
Manufacturer’s standard overhead track, supports, bracing, and accessories engineered for the gate size and weight.
Hangers, roller assemblies, and stops fabricated from galvanized steel or Grade
319 aluminum-alloy castings with stainless-steel fasteners.
Manufacturer’s standard internal locking device.
4.4 Gate Operator System
All operators shall be the same in order to standardize components
Proposed system shall be compatible with existing electrical service
Factory-assembled, automatic, heavy-duty commercial/industrial slide gate operator.
UL 325 listed and labeled.
Minimum gate speed: 60 feet per minute.
Maximum gate weight: 1000 pounds.
Frequency of use: Minimum 30 cycles per hour.
Operating type: Roller chain with manual release.
Drive type: V-belt and worm gear or chain-and-sprocket reducers.
Motor complying with NEMA MG 1.
Continuous duty at 40 °C ambient temperature.
Service factor: 1.15.
Minimum 1 hp motor.
Electrical service: 208 V AC 3 phase or 120/208 single phase
Controls housed in NEMA 250 Type 4 enclosure, physically separated from drive mechanism.
Vehicle loop detector system with adjustable sensitivity and automatic closing timer.
Vehicle presence detector using infrared emitter/receiver technology.
Obstruction detection via internal sensing, safety edges on all gate edges and posts, and photoelectric/infrared sensors.
Adjustable limit switches for fully open and closed positions.
Emergency manual release allowing gate operation without special tools and disconnecting control power during manual operation.
Digital microprocessor control with surge protection.
Automatic closing timer and open override circuit.
Reversal time delay and maximum run timer.
24-hour programmable clock timer.
Audio/visual warning system with strobe and alarm.
Battery backup system with fail-safe and fail-secure operation.
Acceptance Criteria:
Gate shall open and close smoothly without binding, excessive vibrations, or abnormal noise
Meets minimum speed (60 ft/min)
Safety systems fully functional (UL 325 compliance verified)
All detection systems operational and tested
No exposed sharp edges or hazards
The Contractor shall perform a full operational test witnessed by the
Government COR
System works under normal and backup power
5. Period of Performance / Place of Performance:
The Contractor shall complete all work within 90 calendar days from Notice to Proceed (NTP).
Work will be performed at the GLS Maintenance Base, Eisenhower and Snell Locks, located in
Massena, NY 13662.
