2 Tasks The Contractor will analyze the Sounder requirements, perform trade studies to justify design decisions, develop a conceptual design for the Sounder, and perform all other tasks as specified below.

2.1 Trade Studies

The Contractor will perform the following trade studies:

Day-Night Band (DNB) Trade Study: The Contractor shall study incorporating into the instrument a DNB capability meeting the DNB requirements in the PORD Section 6. The trade study will include a description of system and operational impacts, focal plane technology, a technology readiness assessment, and any relevant heritage. Associated cost, schedule, and risks will be defined. The results of this trade study are due at the Midterm Review. (CDRL 1)

Data Compression Trade Study: Should the projected data rate exceed the requirement in the UIID, the Contractor shall evaluate compression options to meet the data rate requirement. Lossy compression algorithms will be considered. The contractor can also propose on-instrument processing for data rate reduction. In the trade study, the Contractor will weigh the data quality against data rate and disclose any impact on performance, electronics and/or software, cost, schedule, and development risk. (CDRL

2) After the kickoff, the Government will provide standard scenes to be assessed in the trade study.

Enhanced Performance Options from PORD Section 7 Trade Study: The Contractor may choose to augment the baseline sounder with any of the enhancements listed in the PORD Appendix. If the Contractor chooses to implement any of the enhanced performance options, the Contractor shall document the associated cost, schedule, and risk weighed against predicted performance associated with each design enhancement beyond the baseline requirements. (CDRL 3)

Temporal Refresh Trade Study: The Contractor shall conduct a trade study to determine the implications of increasing the temporal refresh while maintaining compliance to all other specifications defined in the PORD. Associated cost, schedule, and risks will be defined. (CDRL 4)

Detector Management Trade Study: The Contractor shall study the best method for handling of dead pixels and other detector defects and damage, as well as propose operational or data processing methods to address detector degradation over life of mission. (CDRL 5)

2.2 Sounder Design Concept Development and Related Analyses

The Contractor shall develop a Sounder design concept and perform associated engineering analyses to justify design parameters, tolerances, and design/performance margins. (CDRL 6)

The Contractor shall provide a quantitative comparison of the sounder performance against the performance requirements in Section 03 of the PORD. (CDRL 7)

The Contractor shall provide a summary of compliance to the Level 3 instrument requirements (PORD, UIID, GIRD, and IMAR), including initial engineering analyses showing compliance to environmental requirements. (CDRL 8)

The Contractor shall analyze the radiometric performance of the instrument concept including the development of a preliminary radiometric model and an end-to-end radiometric accuracy/uncertainty budget. (CDRL 9, 10, and 11)

The Contractor shall review all requirements listed as "TBR" and either concur or suggest new requirement values. (CDRL 12)

The Contractor shall quantify potential cost, schedule, and risk impacts of any suggested TBR requirement changes. (CDRL 12)

The Contractor shall define a calibration methodology (both pre-launch and on-orbit).

Included in this effort will be a description of planned observations, and an examination of calibration FOV impacts as it is not possible to guarantee a clear FOV in any direction other than down the instrument optical axis (as described in the UIID). The planned calibration observations will identify the known spacecraft accommodation dependencies.

(CDRL 13)

The Contractor shall describe the systems approach to meeting all INR and coregistration requirements in the PORD. Such descriptions, including an error budget, will span relevant flight hardware characteristics, operational aspects, and ground processing. (CDRL 14)

The Contractor shall describe the algorithms to be used on the GEO-XO ground system for decompression and processing to data Level 1b, as described in the PORD. (CDRL 15)

The contractor shall review optical safe zones of operation, zones of reduced data quality (ZRDQ), initial stray light performance, and provide stray light mitigation concepts. (CDRL 16 and 17)

The Contractor shall identify what operational scans are possible with the concept system and propose efficient combinations of Sounding Disk, Superregional, and Mesoscale scans that will be compatible with temporal refresh requirements. The complexity of commanding required to change coverage and the impact to data should be minimized. (CDRL 18)

The Contractor shall provide an initial analysis, and a state diagram, of the instruments ability to support engagement and disengagement of all cases/modes including the following: (CDRL 19)

⦁ Safe Mode – a thermally and optically safe configuration supported for an indefinite duration

⦁ Storage Mode – a power positive mode that may engage heaters during spacecraft storage

⦁ Outgas Mode – a configuration that sublimates and evaporates contaminants from instrument hardware to prevent contamination from jeopardizing instrument performance

⦁ Diagnostic Mode – a fully functional configuration where operational and telemetry data may be more or less selectively downlinked, or downlinked in a non-compressed form exceeding operational data rate limits, for the purposes of initial validation or to determine the cause of a shortfall in performance. In-flight calibration will also be performed during diagnostic mode.

⦁ Normal Operations – a fully functional configuration employed for operation data collection.

The Contractor shall describe a reliability approach (planned redundancy, parts selection, etc.) to meet the required lifetime. (CDRL 20)

The Contractor shall identify single-point failures and fault critical elements. As part of this analysis the Contractor will describe the fault tolerant/graceful degradation features of the design. (CDRL 21)
