About this file
This document contains questions and responses related to solicitation number 80GSFC21R0027 for the GEO-XO Sounder (GXS) Instrument Phase A Study. The solicitation is seeking proposals for a definition-phase study of a GEO-XO Sounder that will fly on NOAA's GEO-XO program series of geostationary satellites launching beginning in 2032. Up to two firm fixed price contracts valued at no more than $8M each will be awarded for a 20 month period of performance. The final report is due 12 months after award with risk mitigation and technology development reports due at 20 months. Proposals are due by June 3, 2021. The anticipated contract award date is August 2021. Questions covered include spectral resolution requirements, availability of compliance documents, and whether an alignment cube cover needs to fly.

RFP 80GSFC21R0027 Questions and Responses
1. Question: Is it the Government’s intent that the shortest wavelength in each band determines the spectral resolution for the entire band?
Government Response: For both spectrometer types the resolution in the GXSPORD table covers the entire band. For grating system the wavelength interval is constant over the band. For an FTS system the wavenumber interval is constant over the band.
2. Question: Is the requirement in 3.2.1.1 (GXSPORD109) intended as Nyquist spectral sampling or spectral resolution?
Government Response: Spectral resolution, defined as the full-width half-maximum of the spectral response function (in units of nm).
3. Question: The GXSPORD has a reference document, 418-XO-RPT-001; can this document be provided for evaluation by the team?
Government Response: This document will be provided at the resultant award kickoff meeting. The reference of 418-XO-RPT-001 in the GXSPORD is incorrect. The report has been renamed to 418-XO-RPT-0093 and is referenced in section 2.1 of the
GXSPORD.
Amendment 1 will reflect this update to the GXSPORD
4. Question: GXSPORD266, states that the GXS shall have a flight worthy cover for the alignment cube. Is the purpose of this cover for ground handling, or is it intended to fly with the sounder?
Government Response: The cover must be flightworthy.
5. Question: Can a copy of the following compliance document be provided: 417-R-RPT-
0027, Radiation Environment for Electronic Devices on the GOES-R Series Satellites?
Government Response: Yes, the document will be uploaded with the solicitation documents for reference.
