About this file
This document contains questions and responses related to solicitation number 80GSFC21R0027. The solicitation is for a definition-phase study of a GEO-XO Sounder instrument to fly on NOAA's planned GEO-XO series of geostationary satellites launching beginning in 2032. The Sounder will be an infrared instrument. NASA Goddard Space Flight Center will award up to two firm fixed price contracts not to exceed $8 million each, with a 20-month period of performance. The final report is due 12 months after award and risk/technology reports are due at 20 months. Proposals are due by June 3, 2021, with anticipated award in August 2021. The responses clarify that confirmation of active SAM registration does not fully demonstrate responsibility, the GXSSOW43 reference should only refer to the PORD Section 3.2 performance requirements, and the confidence level for absolute accuracy in the PORD is three-sigma.

RFP 80GSFC21R0027 Questions and Responses
1. Question: If the Offeror has a current active registration in the System for Award
Management (SAM), which addresses all elements of FAR 9.104 (specifically 52.209-5, 52.209-7, 52.209-9, 52.209-11, and 52.209-12) and certifies Offerors responsibility, will confirmation of the Offeror’s current active SAM registration fulfill the requirements of subsection L.9(c)(2)?
Government Response: All of the elements per FAR 9.104 should be addressed to demonstrate responsibility.
2. Question: Is the phrase “performance requirements in Section 03” in GXSSOW43 intended to refer to Normal Operational Mode Sensor Requirements contained in Section
3.2 of the GXS PORD (similar to the comparable requirement in the GXI SOW) or is it intended to refer to the entirety of Section 3, as currently stated?
Government Response: Yes. GXSSOW43 should only refer to Section 3.2 of the GXS
PORD.
Amendment 3 will reflect this update to the GXSSOW.
3. Question: The relative accuracy values (in GXSPORD177) are 1-sigma but this requirement doesn’t specify the confidence level for the absolute accuracy. Will it also be 1-sigma for the GXSPORD174?
Government Response: The confidence level of absolute accuracy is three-sigma.
Amendment 3 will reflect this update to the GXSPORD.
