About this file

This is a mandatory solution summary template for submissions to the ARPA-H Emerging Health Innovators (EHI) Initiative solicitation (ARPA-H-SOL-26-150). The template establishes formatting and structural requirements for early-career researcher proposals seeking to develop cutting-edge biomedical, health, and community-engaged research and innovation. Submissions must be completely anonymized in the solution summary section (pages 1-3), with all identifying information restricted to separate cover sheets only. The document must not exceed two pages excluding cover sheets, be submitted in PDF, ODX, DOC, or DOCX format, use 12-point minimum font (8-10 point acceptable for figures and tables), and be formatted for 8.5 by 11-inch paper with one-inch margins and English language only.

The solution summary requires three core components: a problem definition section identifying the health problem addressed and current benchmarks with expected impact; an explanation of the proposed solution including technical challenges, underlying innovations, and the revolutionary aspects of the approach; and a detailed project plan with key developmental steps, clear milestones with quantitative metrics, and go/no-go decision criteria. Eligible principal investigators must be within eight years of completing their first terminal degree, with documented certification of eligibility required on the cover sheet. The cover sheet must include the EHI ISO number, topic area, solution title, prime organization information, SAM.gov Unique Entity Identifier, technical and administrative points of contact, and other team members' details. The template notes that ARPA-H anticipates multiple Other Transaction awards from this announcement.

Use of this template is mandatory for all solution summary submissions to this ISO. Failure to use this template or follow the instructions herein may result in the submission being determined non-conforming. Additional information regarding a non-conforming determination may be found in Section 3.6 of the ISO.

This document must include all components described herein and must be submitted in .pdf, .odx, .doc, or .docx formats. All submissions must be written in English and all pages shall be formatted for printing on 8-1/2 by 11-inch paper with 1-inch margins, and font size not smaller than 12 point. Font sizes of 8 or 10 point may be used for figures, tables, and charts. Instructional text (identified in brackets) may be deleted.

The solution summary will undergo a “blind” review, hence must be completely anonymized: do not include identifying information of the PI, organization, or team members on the solution summary page (items 1 through 3). All identifying information should only be included on the cover sheet pages. Failure to anonymize the solution summary may result in the submission being determined non-conforming.

Solution summaries shall not exceed 2 pages, excluding the cover sheet. The cover sheet may be expanded to 2 or more pages to accommodate all requested information. Include a page break between all cover pages and items 1 through 3. Items 1 through 3 should not exceed 2 pages.

[Two page limit. Do not include identifying information of the PI, Organization, or Team Members in the solution summary. All identifying information should be included on the Cover Sheet. Failure to anonymize the solution summary may result in the submission being determined non-conforming.]

EHI Topic Area (Number and Title):

Solution Summary Title:

1. Define the problem: What health problem will your project solve? What is the current benchmark (e.g. standards of care or state-of-the-art approaches)? What is the impact of solving it?

2. Explain your solution: What is your solution? What technical challenges must be overcome or breakthroughs must be achieved to enable it? What makes your approach plausible yet revolutionary (explain the underlying technical innovation)?

3. Present your plan: What are the key steps in your project to develop and de-risk your solution? Define clear milestones with quantitative metrics for each step. Define go/no-go criteria for moving from one milestone to another. Note that we expect a given step to require completion of its previous step as you move your idea straight from where you have started to your goal.
