About this file
This is a mandatory solution summary template for the ARPA-H Emerging Health Innovators (EHI) Initiative solicitation (ARPA-H-SOL-26-150). The template establishes formatting and content requirements for proposal submissions, including mandatory use of the provided format with penalties for non-compliance, submission as PDF, ODT, DOC, or DOCX files, and adherence to 8.5" x 11" paper with 1-inch margins and minimum 12-point font (8-10 point acceptable for figures and tables). All submissions must be completely anonymized on pages 1-3, with identifying information restricted to cover sheets only, and the solution summary limited to two pages maximum excluding the cover sheet.
The template requires proposing organizations to provide specified information on a cover sheet including the EHI topic area, solution summary title, prime organization details, SAM.gov UEI, technical and administrative points of contact, team member information, and principal investigator eligibility certification (requiring PI to be within eight years of terminal degree completion). The solution summary substance must address three core elements: definition of the health problem and current benchmarks with impact analysis; explanation of the proposed solution including technical challenges and innovations; and a detailed project plan with key milestones, quantitative metrics, and go/no-go decision criteria for advancement between phases. This solicitation targets early-career investigators for biomedical, health, and community-engaged research and innovation, with ARPA-H anticipating multiple Other Transaction awards.

Failure to use this template or follow the instructions herein may result in the submission being determined non-conforming. Additional information regarding a non-conforming determination may be found in Section 3.6 of the ISO.

EHI Topic Area (Number and Title):
Solution Summary Title:
1. Define the problem: What health problem will your project solve? What is the current benchmark (e.g. standards of care or state-of-the-art approaches)? What is the impact of solving it?
2. Explain your solution: What is your solution? What technical challenges must be overcome or breakthroughs must be achieved to enable it? What makes your approach plausible yet revolutionary (explain the underlying technical innovation)?
3. Present your plan: What are the key steps in your project to develop and de-risk your solution? Define clear milestones with quantitative metrics for each step. Define go/no-go criteria for moving from one milestone to another. Note that we expect a given step to require completion of its previous step as you move your idea straight from where you have started to your goal.
