About this file

This document is an Attachment outlining the Selection Criteria for evaluating proposals submitted to the City of Sun Prairie, Wisconsin for concession services at the Sun Prairie Family Aquatic Center for the 2026 swim season. Proposals were due by November 28, 2025, approximately two weeks after the solicitation posting on November 14, 2025. The evaluation will be conducted by an Evaluation Panel that will assign an overall score ranking to each proposal based on six major criteria categories: Qualifications of Firm (30 points), Relevant Experience of Firm (25 points), Quality & Price of Product and Services (20 points), Compensation to the City (15 points), DBE/WBE/DVB certification status (5 points), and Local Preference (5 points), for a total of 100 points.

The Selection Criteria document establishes detailed scoring methodologies for each evaluation category. Qualifications and Relevant Experience will be scored using a percentage-based approach (0-100%) applied against maximum points, with an evaluation scoring guide rating proposals as Excellent (90-100%), Good (80-89%), Moderate (70-79%), Marginal (60-69%), or Unacceptable (0-59%). Quality & Price of Products and Services will be evaluated across three subcategories: Product Quality & Relevance (8 points), Pricing Fairness (6 points), and Dietary Accommodation & Menu Variety (6 points). Compensation to the City will be assessed on the financial value and sustainability of the proposed compensation model, whether percentage of gross sales, flat fee, or hybrid structure. DBE/WBE/DVB certified businesses receive full 5 points; non-certified businesses receive zero points. Local Preference requires businesses to meet at least two of three criteria: at least 50% of employees working at City facilities, at least 50% ownership by City residents, or at least 15% sourcing within the City area to qualify for full 5 points.
