About this file

This is a Statement of Work (SOW) for analytical fuel oil testing services required by Brookhaven National Laboratory for building B610, prepared by K. Scholtz, Administrator of the Energy and Utilities Division, and dated May 5, 2026.

The contractor is required to perform regulatory fuel oil testing at their own laboratory facility, including five tests of #2 fuel oil and three tests of #4 fuel oil, with all testing required by New York State Department of Environmental Conservation (NYSDEC). Samples will be collected from designated fuel tanks or during fuel deliveries on site, labeled by Brookhaven personnel, and transmitted to the contractor's lab for analysis. Testing must comply with specific ASTM standards including ASTM D2622 or D4294 for sulfur content (%S), ASTM D240 for BTU measurement, ASTM D976 for cetane (diesel), and ASTM 5762 for nitrogen content (%N2) across both fuel oil grades. The contractor must ensure environmental compliance regarding sample disposal and retention, and analysis must be completed within a reasonable timeframe. The work supports quarterly reporting obligations to NYSDEC. Peter Picciano, Steam Plant Supervisor, reviewed and approved the SOW.
