This is a Request for Bid (RFB) issued by the Commonwealth of Kentucky Finance and Administration Cabinet on behalf of the Kentucky State Police for CDL Examiner services at multiple locations. The solicitation seeks qualified individuals to serve as independent contractors conducting Commercial Driver License skills testing at four geographic locations: Mt. Sterling (Group 1), Georgetown (Group 2), Floyd County (Group 3), and Laurel County (Group 4). Bidders may respond to one or more groups. The RFB was released on January 18, 2023, with vendors' written questions due by January 24, 2023 at 10:00 AM ET and the bid closing date set for February 1, 2023 at 1:30 PM ET. The initial contract period is one year beginning March 12, 2023, with four optional one-year renewal periods available. All bids must be submitted electronically through the Kentucky eProcurement system; paper bids are not acceptable. A bid reading will be conducted on the closing date at 3:30 PM ET via conference line.
Awards will be made on a best value basis using a ranking approach, subject to reciprocal preferences for Kentucky resident bidders and preferences for qualified bidders or the Department of Corrections Division of Prison Industries. Minimum qualifications for CDL examiners include no more than six demerit points on driving record, high school diploma or GED, possession of a Class A CDL with all endorsements, previous examiner experience or two years as a licensed Class A or B CDL operator, passing both CDL knowledge and skills tests every four years, and consent to background checks every four years. Mandatory training requirements include completion of a 40-hour initial KSP-approved training course (waived for those trained within the past two years), annual 10-hour in-service training, and AAMVA certification maintenance at the examiner's expense. Examiners must comply with federal regulations at 49 C.F.R. 383.75, conduct tests according to KSP Driver Testing Branch procedures, wear KSP-approved uniforms at their own expense, maintain test records for two years, and submit to annual check rides and random inspections. Strict conflict-of-interest provisions prohibit testing family members, individuals in dating or romantic relationships, and CDL applicants from training schools where the examiner was previously employed (except after one year separation). All proposed pricing must remain valid for a minimum of 60 days after the bid due date.
