About this file
This Performance Work Statement (PWS) describes a contract requirement for the Great Lakes St. Lawrence Seaway Development Corporation (GLS) to clean asbestos-contaminated crawl spaces at the Eisenhower Lock Tunnel in Massena, NY. The project involves cleaning and abating asbestos-containing material (ACM) in two crawl spaces, each measuring 37 feet deep, 30 feet wide, and 2.5 feet tall, as well as dust cleanup in two adjacent areas. The contractor must remove friable ACM, including transite cementitious conduit containing Crocidolite and Chrysotile asbestos, along with miscellaneous debris, while adhering to strict safety and environmental regulations including OSHA, EPA, and NYS standards.
The work must be completed within 30 calendar days, with the contractor responsible for establishing containment, performing negative air pressure procedures, HEPA vacuuming, wet-wiping surfaces, and disposing of waste at a licensed facility. Key deliverables include a site-specific Health and Safety Plan, waste shipment records, daily logs, clearance test results, and a final completion report. The project involves difficult access through access hatches and requires workers to be certified in asbestos abatement and confined space entry. GLS will provide site access, safety orientation, and coordination with the Lockmaster, with electrical power potentially available.

Performance Work Statement (PWS)
Cleaning of Asbestos-Contaminated Crawl Spaces – Eisenhower Lock Tunnel
1. Background Information:
The Great Lakes St. Lawrence Seaway Development Corporation (GLS) is a wholly owned
U.S. Government corporation within the U.S. Department of Transportation. GLS operates and maintains the U.S. portion of the St. Lawrence Seaway between Lake
Ontario and Montreal, Quebec. The Eisenhower Lock Tunnel contains two crawl spaces contaminated with asbestos-containing material (ACM), requiring specialized cleaning to maintain safety and compliance with federal and state regulations. The two areas above the tunnel leading to the crawlspaces also require dust cleanup.
2. Mission/Purpose:
GLS has a requirement to contract with a qualified third-party contractor to clean two crawl spaces containing ACM and two areas containing dust above the Eisenhower Lock
Tunnel.
3. Scope:
This project involves the cleaning and abatement of asbestos-containing material (ACM) in two crawl spaces located above the Eisenhower Lock Tunnel in Massena, NY. Each crawl space measures approximately 37 feet deep, 30 feet wide, and 2.5 feet tall.
The ACM present consists primarily of transite cementitious conduit, 4 inches in diameter, containing approximately 2.3% Crocidolite and 8.8% Chrysotile asbestos.
Pieces of this material are present on the floor, along with broken sections of conduit that may require removal. Conduits identified by GLS personnel as containing dead or inactive wires will also be removed.
In addition, miscellaneous debris—such as but not limited to batt insulation and wood scraps—will be cleared from the crawl spaces as part of this project.
Also included in this project is dust cleanup in the two areas that lead to the crawl spaces. These two areas are each approximately 140 feet long by 30 feet wide.
Access to these areas is difficult and will require entry through access hatches above the tunnel, followed by descending a flight of stairs and walking a distance to reach the work location. Work shall be conducted under confined-space conditions and in accordance with all applicable federal, state, and local regulations.
4. Performance Requirements:
Mobilize and demobilize all necessary personnel and equipment.
Conduct pre-cleaning inspection with GLS representatives.
Establish containment in accordance with NYS DOL ICR 56 and OSHA standards.
Perform negative air pressure containment and setup decontamination units.
Remove friable ACM and settled dust/debris.
HEPA vacuum and wet-wipe all surfaces.
Dispose of ACM waste at a licensed facility per regulatory standards.
Conduct final clearance testing by a licensed third-party air monitor.
Provide all closeout documentation including waste manifests, daily logs, test results, and final report.
5. Applicable Standards:
OSHA 29 CFR 1926.1101 – Asbestos
EPA 40 CFR Part 61 – NESHAP
NYS Industrial Code Rule 56
OSHA 29 CFR Subpart AA – Confined Spaces in Construction
6. Government-Furnished Property or Services:
GLS will provide site access, safety orientation, and coordination with the Lockmaster.
Electrical power may be available; contractors must confirm compatibility. Access badges and safety briefings will be provided prior to mobilization.
7. Period of Performance (POP):
The contractor shall complete the work within 30 calendar days from the Notice to
Proceed. Scheduling must be coordinated with GLS to avoid interfering with Lock operations.
8. Safety and Environmental Requirements:
A site-specific Health and Safety Plan (HASP) must be submitted for approval prior to mobilization. The contractor shall ensure workers are certified in asbestos abatement and confined space entry, that all PPE is used appropriately, and that no contaminants escape containment zones.
9. Deliverables:
