About this file

This document is a solicitation (Attachment A, Solicitation No. EV00000723) issued by the Office of Management and Enterprise Services (OMES), Central Purchasing Division, on behalf of the Oklahoma Department of Veterans Affairs (ODVA). The solicitation seeks proposals for a contract to provide medical and industrial gases, including cylinder rental, for seven ODVA veterans centers located in Claremore, Ardmore, Clinton, Norman, Sulphur, Sallisaw, and Lawton. The initial contract term is one year with two optional one-year renewals, and the contract may be designated for use as a statewide contract.

The bid will be evaluated using a best value criterion considering price, company information, delivery requirements, and preference for service-disabled veteran businesses. Mandatory requirements include detailed specifications for gas cylinder labeling, gas purity, documentation, and delivery procedures. The supplier must provide cylinders with US DOT-compliant labels, expiration dates, and certificates of analysis for specialty gases. Invoices must be electronically submitted within 15 days of service completion and include specific details such as purchase order number, building location, and service description. The solicitation emphasizes strict compliance with USP, NFPA, and FDA regulations for medical gas procurement.
