The EPA test methods shown in Attachment 7 were used during compliance sampling conducted in 2016 on the chrome and nickel lines. BEP anticipates some or all of these methods may be required for this effort. The contractor is responsible for verifying sampling methods required based on applicable regulations, BEP permits, and plating line equipment and configuration.

5.1.3.1 The BEP COR shall review the draft test protocol and provide comments to the Contractor no later than 15 calendar days after receiving the protocol. The Contractor shall revise the test protocol as appropriate and resubmit it to the BEP COR fifteen (15) calendar days after receiving BEP comments.

5.1.3.2 BEP shall submit the revised draft test protocol to the DOEE Air Quality Division (AQD).

DOEE AQD is allowed 30 days to review and approve the test protocol. If comments are received from DOEE, the Contractor will discuss the comments with BEP, recommend appropriate responses, and will edit the test protocol as agreed with the BEP COR in response to the DOEE comments to finalize the test protocol. The Contractor shall submit the Final Test Protocol to the BEP COR fifteen (15) calendar days after receiving DOEE comments.

When the test protocol requires off-site laboratory analyses, the Contractor shall use a laboratory accredited under the National Environmental Laboratory Accreditation Program (NELAP) and impose substantial quality assurance/quality control requirements on the laboratory, to assure that the data has been generated in strict adherence to the methodology outlined in the test protocol.

5.1.4 On-Site Compliance Testing: The contractor shall perform compliance testing in accordance with the final test protocol. The testing dates and times shall be scheduled and coordinated with the COR, and must be completed within one year of contract award. Testing shall commence after DOEE provides written approval of the test plan. Testing is expected to require 2 to 3 days of on-site work. During the testing the contractor shall be responsible for supplying and setting up all required sampling and testing equipment, performing preliminary measurements, conducting sampling runs, recovering collected samples, disassembling the equipment, and analyzing the samples in strict adherence to the approved test protocol. All tests shall be conducted under maximum equipment operating conditions, as agreed upon with the BEP COR and scheduled, as equipment is available for operation.

Tests conducted during prior (2016) compliance testing are listed in Attachment 7. The contractor is responsible for verifying sampling methods required based on applicable regulations, BEP permits, and plating line equipment and configuration. Two sample ports are installed on each exhaust duct. Attachment 8 provides a description and schematic diagrams of the sample ports that are installed on the nickel and chromium plating line exhaust ducts. These sample ports are located on the ducts in a room within the Main Building. They are approximately eight (8) to nine (9) feet above the floor level. BEP believes they are accessible via a step ladder or lift.

5.1.4.1 The Contractor's test program shall cover the following Emission Control Units in accordance with DOEE Title V Permit:

5.1.4.1.1 Nickel plating line, room D-200 and wet packed bed scrubber 15000 PBS - Determine total nickel and sulfuric acid mist emissions from the scrubber. Review the work practice standards, operating and maintenance plan, and the plating operations in accordance with full compliance with the NESHAP/MACT standard for plating and polishing as specified in 40 CFR Part 63, Subpart WWWW.

During prior testing, total nickel emissions were measured using US EPA Method 29 with three sample runs, and the total sampling time for each run was 60 minutes; sulfuric acid mist emissions were measured using US EPA Method 8 with three sample runs, and the total sampling time for each run was 60 minutes. The contractor is responsible for verifying sampling methods required based on applicable regulations, BEP permits, and plating line equipment and configuration.

5.1.4.1.2 Chromium plating line, room D-200 and composite mesh pad scrubber 6900 CMP- Determine total chromium and sulfuric acid mist emissions from the scrubber. Review the work practice standards, operating and maintenance plan, and the plating operations in accordance with full compliance with the NESHAP/MACT standard for chromium plating as specified in 40 CFR Part 63, Subpart N. Note: BEP’s chromium plating line is configured with both affected sources (plating tanks) and non-affected sources (de-chrome and degreasing tanks) venting to a common mesh pad scrubber. Therefore, the chromium plating line is subject to the special compliance provisions at 40 CFR 63.344(e) (3). These provisions affect the minimum sample time required per test run, and the analysis of compliance with standards. Test results must be compared to site specific allowable mass emission rate of the system AMRsys emission limits calculated based on 40 CFR 63.344(e)(3). For the 63.344(e)(3) calculations, the three affected sources (plating tanks) each have a duct inner diameter of 246 mm, and the three non-affected sources (de-chrome and degreasing tanks) each have a duct inner diameter of 196.4 mm).

During prior testing, sulfuric acid mist emissions were measured using US EPA Method 8 with three sample runs, and the total sampling time for each run was 60 minutes. For total chromium, emissions were measured using US EPA Method 306. 40 CFR 63.344(e)(3)(ii) provides a formula for determining total sample time per test run using Method 306 when emissions from multiple affected and non-affected sources are controlled by a common add-on air pollution control device.

Based on duct sizes from affected and non-affected sources, BEP calculates a total sample time per test run of 196.2 minutes. The contractor is responsible for verifying sampling methods required based on applicable regulations, BEP permits, and plating line equipment and configuration.

5.1.5 Test Report: The Contractor shall develop and provide both a draft and final test report that includes a description of the work performed, discussion of actual process operations and test results, methodologies used, difficulties encountered, and exceptions to standard methodologies, if any. The report shall include the content required in DOEE Title V Permit, and the content required in 40 CFR Part 63 Subparts N and WWWW. That content includes, but may not be limited to, the following information:

a. Process description

b. Sampling location description(s)

c. A description of sampling and analytical procedures and any modifications to standard procedures or difficulties encountered
