About this file
This document is a Request for Proposals (RFP) for K9 Patrol and Detection Maintenance Training Services issued by the California Department of Parks and Recreation, Law Enforcement and Emergency Services Division. The RFP outlines minimum requirements for proposers seeking to provide specialized training services for police K-9 units, including requirements for POST certification, experience, and documentation. Proposers must demonstrate at least ten years of experience training police K-9s, five years of K-9 handling experience with a POST-certified California Law Enforcement Agency or U.S. Military Department, and the ability to provide comprehensive training including decoy training courses and patrol tracking exercise programs.
The proposal requires extensive documentation, including a transmittal letter with proof of business licensure, a contract manager identification, key personnel resumes, and various forms such as Small Business Preference (Form A), Disabled Veteran Business Enterprise Declarations (Form B), and multiple certifications covering areas like non-collusion, civil rights laws, and economic sanctions. Proposers must also submit references, evidence of industry development, and attest to their ability to train police service dogs according to California State Parks' policies. The document includes a detailed checklist of 18 minimum requirements that proposers must meet, with checkboxes for "Yes" or "No" responses to verify compliance with each requirement.
