About this opportunity
The California Department of Parks and Recreation, Law Enforcement and Emergency Services Division (LEESD), is seeking proposals for K9 Patrol and Detection Maintenance Training services through RFP C25803001. The procurement targets comprehensive K9 training across Northern and Southern California regions, covering up to 25 K9 teams with specific training requirements including 25 one-day patrol maintenance training sessions, 24 one-day detection maintenance training sessions, three K9 decoy training sessions, and two patrol certification training sessions annually. Proposers must demonstrate at least ten years of experience training police K9s and five years of K9 handling experience with a POST-certified California Law Enforcement Agency or U.S. Military Department. The evaluation criteria will assess proposers on technical components (40 points) and cost (30 points), examining past performance, understanding of project requirements, organizational capabilities, and key personnel qualifications. Proposals are due by 2:00 PM Pacific Time on August 28, 2025, with a proposed contract start date of September 10, 2025, and a total contract value not to exceed $600,000.00 for an initial three-year term with potential two-year extensions.
While the Disabled Veteran Business Enterprise (DVBE) participation requirement has been waived for this solicitation, the DVBE incentive still applies, and there is a potential 5% preference for certified small businesses. The contract allows for flexibility in training delivery, with sessions typically scheduled on Tuesdays, Wednesdays, or Thursdays and lasting up to eight hours. Proposers must provide trainers, decoys, and necessary training equipment, maintaining a ratio of one trainer per up to nine K9 teams and adhering to POST Law Enforcement K9 Guidelines and California State Parks' K9 Policy. The successful contractor will be required to provide comprehensive insurance coverage, including general liability, motor vehicle liability, and worker's compensation. Optional services may include the potential purchase of patrol and detection K9s, with the state reserving the right to adjust training session requirements with proper notification. The contract includes provisions for additional trainers or decoys to be compensated at rates specified in a separate cost sheet, providing flexibility in meeting the California State Parks' K9 training needs.
