About this file
This document is a Request for Information (RFI) issued by the Oklahoma State Department of Education (OSDE) seeking submissions from potential suppliers for a Universal Mathematics Screener and optional Dyscalculia Screener for PK-12 mathematics assessment systems. The RFI aims to create a list of approved, qualified suppliers that school districts may use to negotiate contracts, with submissions limited to 100 pages and not including external links. The screening tools must be administered during regular school hours, allowing teachers to assess students' mathematical abilities and deficiencies, and can be either a Universal Mathematics Screener alone or combined with a Dyscalculia Screener.
The RFI establishes detailed mandatory and non-mandatory specifications for the screening tools, including requirements for screening frequency, student risk identification, progress monitoring, reliability, alignment with Oklahoma Academic Standards, and accommodations for special populations. Suppliers must demonstrate a sensitivity rate of 70% or higher and specificity rate of at least 80% in identifying students at risk of mathematics deficiencies. Additional requirements include providing online and paper assessment options, real-time data reporting, professional development solutions, intervention materials, multilingual assessment capabilities, and a comprehensive data management system that can generate student, class, school, and district reports. While this is an information-gathering process, no contract will be awarded directly through this RFI.

Solicitation No. EV00000667 This is a Request for Information (RFI) Only. This is not an invitation to Bid or a Request for Proposal. This RFI is to gather information ONLY. NO contract award will be made by the Oklahoma State Department of Education (OSDE) based on the results of this process..
I. PURPOSE
The purpose of this RFI is for the Oklahoma State Department of Education (OSDE) to seek responses from potential Suppliers to provide information on a product that is a Universal Mathematics Screener only, or a Universal Mathematics Screener and Dyscalculia Screener together. The purpose of this RFI is to gather information from suppliers regarding screening instruments to create a list of approved, qualified suppliers that School Districts may negotiate contracts with. The RFI will gather information from suppliers regarding their ability to provide services for the PK-12 Mathematics Assessment Systems that include screening and progress monitoring assessments and, if applicable, a Dyscalculia Screening Assessment. These assessments are to be administered during regular school hours and will allow PK-12 teachers to learn about their students’ math abilities and deficiencies. The vendor will provide one comprehensive submission for all grade levels assessed by their Universal Mathematics Screener and, if applicable, Dyscalculia Screener. All submissions shall not exceed a maximum page count of 100 pages and shall not include outside links.
Information about the Universal Mathematics Screeners that are approved will be posted in a table on the OSDE website for districts’ reference. Information from this application will be used to complete that table.
This RFI creates no contractual relationship between the State Board, OSDE and/or suppliers.
SOLICITATION SPECIFICATIONS

2.1. The Bid Response shall show the ability of the Bidder to meet or exceed the following Mandatory Specifications:
1. Shall provide for universal screening for Mathematics that can be administered at least three (3) times a year as well as frequent monitoring for students below grade-level targets between screening windows.
2. The screener shall identify students who may be at risk of mathematics deficiencies and be predictive of whether students are expected to be successful on the summative assessment and/or by the end of the school year. To demonstrate classification accuracy, provide evidence of a sensitivity rate of 70% or higher and a specificity rate of at least 80%.
3. The progress monitoring tool shall be available to frequently monitor the progress of students identified with a mathematics deficiency as they progress through the school year. The assessment must be sensitive to student growth/progress across the school year.
4. Shall provide test-retest, inter-rater, and alternative forms of reliability, with at least two studies reported at 0.80 or higher, as well as predictive, content, and construct validity levels at 0.70 or above.
5. Shall be aligned with the Oklahoma Academic Standards (“OAS”) focused on Mathematics and directly address the math strands of Number and Operations, Algebraic Reasoning and Algebra, Geometry and Measurement, and Data and Probability for the grade levels assessed by the Universal Screener.
6. Shall allow for general education teachers without specialized credentials to administer the assessment.
7. Shall be administered in online and/or paper/pencil form with the capability of reporting assessment data in real-time.
8. Shall identify the average time required for assessment administration and scoring.
9. Shall Include accommodations, for special populations including, but not limited to, SWD and EL students. Accommodations may include, but are not limited to, extended time, large print, audio formats, and assistive technology, etc.
10. Shall sign a Data Sharing Agreement (DSA) with Public Consulting Group and OSDE for the purpose of OKMTSS on EdPlan.
11. Shall be accompanied by a data management system that provides scoring support and profiles/reports of students, class, grade level, and school building and identifies each student’s instructional point of need and mathematics achievement.
12. Shall provide online student, class, school, and district reports on assessment results to help teachers with making instructional decisions based on the data, including a report that tracks student progress/growth.
13. The data management system shall allow for disaggregating data by student subgroups, including but not limited to, economically disadvantaged, major racial or ethnic groups, SWD, and EL.
14. Shall provide the following scores and scoring support for teachers: standard scores, subtest/subscale scores, norm referenced scores/percentiles, growth scores/percentiles, grade level equivalency scores, developmental benchmarks, and criterion referenced scores.
15. Shall provide family resources including but not limited to letters/reports explaining the results of the assessment and example activities to encourage the development of mathematics skills. Resources must be provided in English and Spanish.
