About this file

This is a Cost Sheet (Attachment A) for a "Brand Name" Pop contract issued by the Nebraska Department of Administrative Services (DAS), Materiel Division, State Purchasing Bureau (SPB) for the Nebraska Department of Correctional Services (NDCS). The solicitation covers the procurement of soft drinks and vending machine services for six correctional facilities, including Nebraska State Penitentiary, Reception & Treatment Center, Omaha Correctional Center, Nebraska Correctional Youth Facility, Nebraska Correctional Center for Women, and Tecumseh State Correctional Institute. The contract requires vendors to provide and maintain token-operated vending machines, with an estimated annual usage ranging from 400 to 8,500 product cases per facility. The initial contract term is two years, with options to renew for two additional two-year periods, and the bid opening is scheduled for September 26, 2025, at 2:00 PM Central Time.

The pricing structure includes a comprehensive core list of 40 specific soda types and a catalog of additional beverages, with pricing based on 24 twelve-ounce aluminum can cases. Vendors must submit fixed prices for the core list and percentage discounts for the catalog/non-core list, providing catalogs that show regular retail prices, proposed discounts, and final discounted prices. The vendor will be responsible for owning, operating, and maintaining the vending machines at no additional cost to the state, with machines required to accept specific tokens and potentially accommodate smart card technology. While no incumbent vendors are identified and no specific set-aside designations are mentioned, the state reserves the right to add or remove items from the core list and may contract with multiple vendors or terminate the contract based on funding availability.

Comment:

Not usefull to use the same estimated quantity for each type of pop, because this number is also meant to inform the bidder on expected order quantity. I don’t know that we can do an extended/total price evaluation on this.

Reply:

The best information we could provide prospective bidders is maybe a 2024 order total for each soda type (if available). Otherwise, I think we stick to just letting vendors know what the estimated case order usage is for each location.8Diet Pepsi, Diet Coke, Diet RC Cola
