About this file

This is an attachment document from MDOT (Michigan Department of Transportation) outlining the requirements and specifications for using ArcGIS Online (AGO) software system for tracking and managing work orders. The document details how contractors must use ArcGIS software to view locations, display progress, and submit electronic reports for carcass removal and disposal services, with locations identified through GPS coordinates. Work orders will have unique numbers automatically generated by the ArcGIS system or MDOT PM, and all work must be completed by specified expiration dates.

The software access will be provided at no additional cost to the contractor, though contractors must supply their own mobile devices with cellular connections. MDOT will provide read-only database credentials for monthly report extraction and payment processing. The system supports Android devices running Android 4.1 or later with ARMv7/x86 processor, iOS devices running iOS 8 or later, and Windows devices running Windows 10.0.586 or later (excluding LTSB). Only MDOT has rights to create work orders, while contractors can view and update status of existing orders. The database will be shared between MDOT and contractor representatives, with MDOT performing periodic backups to monitor changes.

ARCGIS (AGO) ATTACHMENT A

Background

ARCGIS software is a database portrayed in the form of a map that can be accessed on desktop computers via ArcGIS Online (AGO) or the Collector Application (aka collector App) via smart phones and tablets.

Use of ArcGIS software may be required for providing carcass location, tracking contact activity and assigning Work Orders

Work Orders will have a unique number automatically created by the ArcGIS system or MDOT PM. All work must be completed by the expiration date of each Work Order.

Service Level

The Contractor shall provide services at the locations described on Work Orders. The MDOT Program Manager may designate (via email) an alternate person(s) to act on his/her behalf.

The Contractor shall provide services at the locations described on Work Orders and if mutually agreed upon by MDOT and the Contractor, Work Orders generated in ArcGIS by the applicable will be considered written approval.

The Contractor will be required to periodically check the ArcGIS database for service request or to update the status of previous Work Orders.

The Contractor will utilize ArcGIS Software:

• to, View locations

• for, Visual display of progress

• for, Electronic Report submittal: monthly and yearly counts of carcasses removed and disposed with location identified by use of GPS coordinates.

Set-Up

Use of the ARCGIS software will have no additional cost to the Contractor.

MDOT will provide log on credentials to the Contractor for read only permission to the database for extracting monthly reports to aid in easier payment processing.

The Contractor is required to have mobile devices with cellular connections. Any costs associated with mobile devices are the responsibility of the Contractor. ArcGIS applications are available on iOS, Android and Windows devices.

If the Contractor already has an AGO organizational account, credentials can be associated with the databases for this contract.

MDOT and Contractor Representatives will share the same database. The database will be backed up by MDOT periodically to monitor any changes. Data points from the map can be extracted and used for reporting purposes.

There will be limitations on what information MDOT and/or the Contractor can modify in the ArcGIS database. Only MDOT will have right to create a Work Order for the Contractor.
