About this file

This is a Budget Narrative Guidelines document issued by Orange County Community Services (OCCS) for program service provider grantees participating in the WIOA Title I Career Services RFP for Adult and Dislocated Worker programs in California. The document establishes standardized budgeting and cost reimbursement procedures applicable to all OCCS program grantees. A pre-proposal meeting is scheduled for October 23, 2025, with written questions due by November 19, 2025 at 2:00 pm, and proposals due by December 10, 2025. The initial contract term runs 12 months from July 1, 2026 to June 30, 2027, with potential for up to three one-year renewal options. Services will be delivered through two primary Workforce Solutions Centers located in Brea and Laguna Niguel, supplemented by affiliate locations and a mobile unit.

The total funding available is up to $5,000,000, with $2,350,000 allocated for the WIOA Adult Program and $2,650,000 for the WIOA Dislocated Worker Program, contingent on federal funding availability through the Workforce Innovation and Opportunity Act (WIOA) Adult and Dislocated Worker Formula Grant. The budget narrative guidelines provide detailed instructions for documenting personnel salaries, fringe benefits, travel, equipment (minimum $5,000 per unit), supplies, contractual services, participant support services including tuition and work experience, and administrative costs. Administrative (indirect) costs are limited to a 15% de minimis rate. All costs must be substantiated, incurred during the contract term, and cannot exceed the maximum obligation specified in the executed contract. Program rent allocations are estimated at $126,000 for Adult programs and $148,000 for Dislocated Worker programs. Monthly cost reimbursement invoicing requires supporting documentation and any in-kind/match contributions must be substantiated with each invoice submission.

APPLICATION - FORM 1(B) - BUDGET NARRATIVE

Budget & Budget Narrative Guidelines

The purpose of the Budget & Budget Narrative Guidelines is to create a universal process for all program service provider grantees of Orange County Community Services (OCCS). The guidelines will simplify the cost reimbursement invoicing process and is intended to serve as a general reference guide to ensure grantees are reimbursed based on the actual services provided per the contract.

Costs incurred by grantees must be substantiated and incurred during the term of the contract.

Aggregate total of all reimbursements cannot exceed the maximum obligation amount reflected in the executed contract. Required supporting documentation must be included with each invoice submitted for reimbursement. If a contract requires an in- kind/match contribution, documentation substantiating contribution match must be submitted with each invoice.

Budget Narrative:

The Budget Narrative must provide a description of costs associated with each line item.

Additionally, it should include a section describing any leveraged resources provided (as applicable) to support grant activities, however, any indicated leveraged resources will have no bearing on the proposal review, or funding decision.

Each category should include the total cost for the period of performance. Use the following guidance for preparing the Budget Narrative:
