About this file
This is a Budget Narrative Guidelines document issued by Orange County Community Services (OCCS) for WIOA Title I Career Services providers serving Adult and Dislocated Worker populations in Orange County and San Diego City, California. The document establishes standardized budget and cost reimbursement processes for program service provider grantees, detailing required line-item categories and documentation standards. The guidelines specify that all costs must be substantiated and incurred during the contract term, with aggregate reimbursements not exceeding the maximum obligation amount. Budget narratives must include descriptions for eight primary categories: Personnel Salaries, Fringe Benefits, Travel, Equipment (items exceeding $5,000 with useful lifetime greater than one year), Supplies, Contractual (contracts and subawards), Other (including program rent/infrastructure, participant tuition/vouchers, supportive services, and work experience), and Administrative/Indirect Charges. Specific infrastructure cost allocations are identified as $126,000 for Adult programs and $148,000 for Dislocated Worker programs. The contract term runs from July 1, 2026 to June 30, 2027, with potential for three one-year renewals.
Reimbursement operates on a monthly cost-reimbursement basis with required supporting documentation submitted with each invoice. Indirect administrative costs are capped at a 15% de minimis rate. The total funding available is up to $5,000,000, with $2,350,000 allocated to the WIOA Adult Program and $2,650,000 to the WIOA Dislocated Worker Program. All funding derives from federal workforce development sources under the Workforce Innovation and Opportunity Act (WIOA) Adult and Dislocated Worker Formula Grant, contingent upon federal funding availability. If in-kind or match contributions are required, documentation substantiating such contributions must accompany each invoice. Services will be delivered at two primary Workforce Solutions Centers in Brea and Laguna Niguel, along with affiliate locations and a mobile unit. Applicants must demonstrate at least three years of experience, financial stability, and capability to deliver comprehensive workforce services.
