About this file

This is a Fund Diversification Form application document for the County of Orange, OC Community Resources, in California, seeking proposals for WIOA Title I Career Services for Adult and Dislocated Worker programs. The RFP #012-2933801-JM solicits qualified firms to deliver comprehensive workforce development services including job search assistance, job readiness training, resume development, supportive services, case management, and training services to jurisdictions in Orange County and San Diego City. Services will be provided at two primary Workforce Solutions Centers in Brea and Laguna Niguel, along with several affiliate locations and a mobile unit. A pre-proposal meeting is scheduled for October 23, 2025, with written questions due by November 19, 2025 at 2:00 pm. Proposals must be submitted electronically by December 10, 2025. The evaluation will utilize a two-phase approach: written proposal scoring (600 points maximum) and a potential presentation/interview phase (400 points maximum). The initial contract term is 12 months (July 1, 2026 to June 30, 2027) with potential for up to three one-year renewals.

Total funding is up to $5,000,000, with $2,350,000 allocated for the WIOA Adult Program and $2,650,000 for the WIOA Dislocated Worker Program. The County encourages proposals from veteran-owned, minority-owned, women-owned, and socially disadvantaged businesses. Applicants must demonstrate at least three years of experience, financial stability, and capability to deliver comprehensive workforce services. Reimbursement will be conducted monthly through a cost reimbursement mechanism, with a 15% administrative (indirect) cost limitation. Funding derives from the Workforce Innovation and Opportunity Act (WIOA) Adult and Dislocated Worker Formula Grant, with actual funding contingent on federal funding availability. The Fund Diversification Form requires applicants to identify partner organizations contributing cash and/or in-kind match support, including dollar values and confirmation of supporting letters in the application.
