About this file

This is a Statement of Work for the USDA Food and Nutrition Service (FNA) Denver Regional Office to upgrade and expand its electronic Physical Access Control System (ePACS).

The project scope requires the contractor to furnish all labor, materials, equipment, and programming to install nine LenelS2 Signo PIV card readers across the 4th and 9th floors, along with associated infrastructure including one 4-door Trove1M controller panel for the 4th floor and one 8-door Trove2M2 controller panel for the 9th floor. Additional equipment includes door position switches, request-to-exit motion detectors, electrified strikes and magnetic locks, emergency exit buttons with time-delay functionality, plenum-rated access control cabling, and 12V sealed lead acid batteries as required. The contractor must perform complete physical installation, cable termination, mounting and wiring of all equipment, program all devices into the USDA LenelS2 OnGuard enterprise server, configure schedules and access levels, conduct comprehensive functional testing (including reader functionality, HSPD-12 PIV card credential acceptance, alarm reporting, fail safe/fail secure behavior, and mag lock fire-drop testing), and provide written test reports with compliance certification. Documentation deliverables include installation documentation, as-built drawings, training for USDA staff on system operation, and ongoing technical support during commissioning. The government will provide network switch ports, static IP addresses, and enterprise LenelS2 server infrastructure with software. Key personnel must hold current LenelS2 Silver Certification or higher and possess minimum three years of LenelS2 installation experience within the past four years. All contractor personnel must pass USDA fingerprinting and background checks before commencing work. The contract requires daily progress reports and compliance with Section 508 accessibility standards for all documentation. All system configurations, programming files, and documentation become property of the U.S. Government upon completion.

Project USDA–FNA Denver Regional Office – ePACS Access Control Upgrade

General Information

1.0 Scope of Work

The purpose of this project is to upgrade, expand, and standardize the USDA FNA Denver Regional Office’s electronic Physical Access Control System (ePACS) to ensure compliance with HSPD‑12 credentialing requirements and full integration with the USDA enterprise Lenel OnGuard system. The contractor shall furnish all labor, materials, equipment, and programming to install nine (9) new card readers, associated door hardware, access control cabling, power supplies, and Lenel controllers across the 4th and 9th floors of the facility.

This upgrade supports USDA FNA’s effort to modernize security infrastructure, improve controlled access to sensitive areas, and maintain compliance with federal physical security standards and FIPS 201-3.

2.0 Background

The Denver FNA Regional Office requires modernization of its existing access control system and expansion to include additional controlled openings. The facility doesn’t have an access control system does not provide full HSPD‑12 compliant authentication, lacks unified Lenel controller architecture on all openings, and does not meet USDA enterprise-level monitoring requirements.

FNA has determined that upgraded readers, new request‑to‑exit sensors, updated locking hardware, and networked Lenel control panels are necessary to support secure operations.
