About this file

This is a Statement of Work (SOW) issued by the U.S. Department of Agriculture (USDA) for an electronic Physical Access Control System (ePACS) upgrade at the Denver Regional Office of the Food and Nutrition Service (FNA).

The project scope requires the contractor to upgrade, expand, and standardize the facility's access control infrastructure across the 4th and 9th floors to achieve HSPD-12 compliance and full integration with the USDA enterprise Lenel OnGuard system. Specific deliverables include procurement and installation of nine LenelS2 Signo PIV card readers at designated locations on both floors, two Trove panel systems (one 4-door Trove1M on the 4th floor with LNL M3300 ISC and two LNL 1320 boards; one 8-door Trove2M2 on the 9th floor with equivalent boards), door hardware including electrified strikes, magnetic locks, request-to-exit motion detectors (Bosch DS160 or equivalent), recessed door position switches, plenum-rated and OSDP composite cabling, and 12V sealed lead acid batteries. The contractor must perform complete physical installation, cabling termination, panel mounting and wiring, programming of all devices into the enterprise server, configuration of schedules and access levels, comprehensive functional testing with written certification, and provision of installation documentation and as-built drawings. Key personnel must hold current LenelS2 Silver Certification or higher with minimum three years of LenelS2 installation experience within the past four years. The Government will furnish network switch ports, static IP addresses, and enterprise LenelS2 server infrastructure. All deliverable dates are marked "TBD" pending contract award. Security requirements mandate that contractor personnel complete USDA fingerprinting and background checks, maintain secured work areas at day's end, and comply with visitor protocols and escort requirements for controlled areas. All system configurations, programming files, and documentation become property of the U.S. Government, and all documentation must comply with Section 508 accessibility standards.

Project USDA–FNA Denver Regional Office – ePACS Access Control Upgrade

General Information

1.0 Scope of Work

The purpose of this project is to upgrade, expand, and standardize the USDA FNA Denver Regional Office’s electronic Physical Access Control System (ePACS) to ensure compliance with HSPD‑12 credentialing requirements and full integration with the USDA enterprise Lenel OnGuard system. The contractor shall furnish all labor, materials, equipment, and programming to install nine (9) new card readers, associated door hardware, access control cabling, power supplies, and Lenel controllers across the 4th and 9th floors of the facility.

This upgrade supports USDA FNA’s effort to modernize security infrastructure, improve controlled access to sensitive areas, and maintain compliance with federal physical security standards and FIPS 201-3.

2.0 Background

The Denver FNA Regional Office requires modernization of its existing access control system and expansion to include additional controlled openings. The facility doesn’t have an access control system does not provide full HSPD‑12 compliant authentication, lacks unified Lenel controller architecture on all openings, and does not meet USDA enterprise-level monitoring requirements.

FNA has determined that upgraded readers, new request‑to‑exit sensors, updated locking hardware, and networked Lenel control panels are necessary to support secure operations.
