The contract will be awarded to a single contractor responsible for equipment supply, condition assessment, documentation reconciliation, refurbishment or modification as required, packaging, shipment, installation support, commissioning, and completion of specified requirements. The proposed plant may be new, used, refurbished, or assembled from previously operated major components, with requirements for new manufacture interpreted as applicable to demonstrate safe operation, code compliance, interface compatibility, and performance at BNL.

The helium refrigeration system must include a helium compressor system, liquid helium storage dewar (minimum 7000 L capacity), fine oil removal and gas management system, refrigerator cold box with Programmable Logic Controller (PLC)/junction box panel, supervisory Personal Computer (PC), co-axial transfer line spool, cryogenic male bayonet-coupling components if applicable, and available spare parts and maintenance kits. The contractor shall be responsible for technical performance documentation, controls information, installation instructions, pre-shipment condition assessment, site acceptance testing, commissioning support with estimated duration and required utilities, operator training, and delivery of documentation in electronic format. Key deliverables include a pre-shipment inspection plan due two weeks after contract award, installation instruction package, end item documentation, and equipment delivery, with system commissioning scheduled for 38 calendar weeks after award. The system must comply with ASME code requirements, electrical safety standards including NRTL certification, fire safety standards, lifting hardware requirements per ASME B30.26 and ASME BTH-1, and Low Smoke Zero Halogen cable specifications. Quality assurance requirements include ISO 9001 compliance for new equipment and documented quality records for used or refurbished equipment, with BSA maintaining facility access for inspections and testing activities with 10 working days' advance notice.
