About this file

This file is an IDIQ Pricing Schedule for microsimulation modeling and analytical support services for the Food and Nutrition Service (FNS). The solicitation (12-3198-25-R-0002) is an unrestricted full and open competition with a small business size standard of $24.5M, targeting NAICS code 541611. The contract will be a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract with hybrid task order types including firm-fixed price, time and materials, and labor hour arrangements.

The pricing schedule details labor categories and rates for a project focused on Supplemental Nutrition Assistance Program (SNAP) policy analysis, covering nine labor categories from Project Manager to Assistant/Programmer. The rates are structured across five base periods from September 2025 to August 2030, with incremental annual increases. Each period includes specific allocated hours for different labor categories, with the combined quantities used to determine the Not-to-Exceed (NTE) contract amount. Key labor categories include Principal Investigator, Senior Systems Analyst, Researcher, Systems Analyst, Research Analysts, Senior Programmer, and Assistant/Programmer, with hourly rates ranging from approximately $95 to $455 depending on the role and contract year.

Contractor Summary Pricing

Attachment 9a IDIQ Pricing Schedule
PRICING SCHEDULE: THE USE OF MICROSIMULATION IN SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM (SNAP) POLICY ANALYSIS
Offeror:
Note: The Contractor shall enter the business name in the cell above. The Contractor shall propose unit pricing for all CLINS in the Master Input Entry section below by completing all of the shaded cells. Unit Pricing shall not exceed two digits to the right of the decimal point. This is an indefinite quantity contract and the combined quantities and lot amounts listed in the Schedule of Items indicate the most that FNS reasonably expects to use under the contract, with the sum of these amounts used to determine the Not-to-Exceed Amount of the awarded contract. Due to the uncertainty inherent in an indefinite quantity contract, the estimated quantity and lot amounts are set higher than FNS expects to use and, although FNS may exceed the amount indicated for individual line items, FNS shall not exceed the NTE awarded amount.
