About this file
This document is a Questions and Responses file for a USDA Food and Nutrition Service (FNS) solicitation (A0004, 12-3198-25-R-0002) for microsimulation services related to the Supplemental Nutrition Assistance Program (SNAP). The procurement seeks a contractor to assist with hosting and maintaining SNAP Quality Control (QC) data files, web-based microsimulation models, and perform various analytical tasks including up to 80 reform simulations within a one-year period.
Key details include the incumbent contractor being Mathematica, Inc., with proposals originally due on August 14, 2025, but an extension has been issued. The contractor will be responsible for developing and improving microsimulation models using programming languages including Fortran, SAS, Stata, and R, and must provide code files in multiple formats. The government allows flexibility in labor categories and pricing, with the potential for additional labor categories and discounted rates. Deliverables include monthly progress reports, ad-hoc analysis requests, and improvements to existing QC data files and models, with most tasks to be completed within the one-year performance period.
