About this file

This is a Justification and Approval (J&A) document for other than full and open competition for a design-build construction project.

The Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) is procuring construction services for a parking structure at the Martinez VA Medical Center in Martinez, California through Request for Proposal (RFP) 36C77626R0036 (Acquisition ID: 36C776-26-AP-0561). The overall project is valued between $20,000,000 and $50,000,000 and will be awarded as a firm-fixed price contract. The J&A justifies restricting competition for five specific brand-name components to standardize systems throughout the facility: Johnson Controls programming and controls systems for building automation; Illustra Pro GEN4 security cameras and monitoring equipment; Software House iSTAR Ultra G2 card reader controllers and HID Signo PIV readers for physical security access control; and Honeywell fire alarm systems. The contracting officer determined that "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" under 41 USC §3304(a)(1), as these components must integrate with existing operational systems at the Martinez campus and competing alternatives would create significant cost duplication and functional incompatibility. Market research confirmed all brand-name items comply with Buy American Act requirements, with manufacturing locations in Milwaukee, Wisconsin (Johnson Controls); Westford, Massachusetts (Illustra); Austin, Texas (HID); and Northford, Connecticut (Honeywell). Although these components are restricted to single sources, the overall procurement will be solicited under full and open competition, with the J&A posted to Contract Opportunities alongside the solicitation.

(X) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per 41 USC §3304(a)(1) as implemented by FAR 6.103-1;

( ) Unusual and Compelling Urgency per 41 USC §3304(a)(2) as implemented by FAR 6.103-2;

( ) Public Interest per 41 USC §3304(a)(7) as implemented by FAR 6.103-7;

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the

Acquisition Requires the Use of the Authority Cited Above (applicability of authority):

These items have been standardized throughout the Construct Parking Structure at the Martinez VA Medical Center in Martinez, CA. Installing a different manufacturers’ systems will create significant duplication in costs for the facility, and in most cases the equipment will not function properly. The specific impact for not using the brand name items is listed below:

ii. Impact: The Department of Veterans Affairs (VA) is moving to operate the

Johnson Controls (JCI) Metasys Building Automation System (BAS) exclusively at the Martinez campus. Any other devices and equipment not of the Johnson Controls manufacturer may not provide correct interface and operability with existing BAS. The BAS connects to the HVAC, lighting, security, and protection systems, and enables them to communicate on a single platform efficiently. An incompatible system may require installation of new “front-end” and remote workstations as well as new software and programming. Additionally, installation of components that match the existing building automation system minimizes maintenance costs and bench stock requirements. It is necessary to match the existing system to ensure there are no interface problems, impacts to patient safety and familiarity of the

VHAPG Part 806.3 OFOC Page 3 of 5 Revision: 04 Effective Date: 12/15/25 Acquisition ID#: 36C776-26-AP-0561 product to the staff and maintenance personnel. This is the only way to ensure complete compatibility and that the campus will not have two control systems on the Martinez campus.

b. Security camera and monitoring system

i. llustra Pro GEN4

ii. Impact: Specifically request llustra Pro GEN4 security cameras, compatible with the existing monitoring, recording, and control equipment. It was reported by VA Securitry numerous problems with different brands and models of cameras, and licenses. The video surveillance system is crucial for safeguarding patients, visitors, staff, and the facility against unlawful and unauthorized activities.

c. Physical security access control system

i. Software House iSTAR Controllers

ii. HID Signo PIV Readers

iii. Impact: Specifically request Software House iSTAR Controllers and HID

Signo PIV card readers compatible with existing PIV cards and software system (from Software House) CCure 9000 be installed in in Northern California Health Care System (NCHSC). This will aid in standardizing the PIV lock system of all buildings at VA Northern California Health Care System (NCHSC). It was reported that VA Police have had numerous problems with the different brands of card readers and maintaining multiple systems that couldn’t be accessed remotely as CCure 9000 is able to. Installation of HID card readers compatible with CCure 9000 system and VA’s PIV cards will aid in security and standardize all buildings throughout VA Northern California Health Care System (NCHSC). This will ensure VA Police can monitor security of multiple campuses throughout VA NCHSC.

d. Fire alarm system

i. Honeywell

ii. Impact: This will aid in standardizing the fire alarm system of all buildings at the VA Martinez campus to the “Honeywell” brand name. It was reported that Engineering and Facilities Maintenance have had numerous problems with the different brands of alarm panels interfacing and causing internal conflicts with one another. They have been known to give random trouble codes, false alarms, and supervisory issues that limit their function ability with this lack of communicating. Installing this “Honeywell” fire alarm system will aid in maintenance of the fire systems by matching the standardization of all the buildings at this location. With all components of the fire alarm system being “Honeywell” they have addressable components make locating the individual alarm location of the trouble code possible. This fire alarm system will be installed as part of the new construction of this parking structure and it will be connected to the existing main system of “Honeywell” in the rest of the campus.

6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:

In accordance with the Competition in Contracting Act (CICA), the components identified above are designated as brand-name items; however, the overall procurement will be solicited under full and open competition.
