Summary: Construction Specifications for Ralph H. Johnson VAMC Renovation

This document is a comprehensive set of final construction specifications for a renovation project at the Ralph H. Johnson Veterans Affairs Medical Center in Charleston, South Carolina. The project involves renovating restrooms, stairwells, and doors across multiple floors (1st through 5th), with construction spanning all Division specifications including general requirements, safety, quality control, demolition, asbestos abatement, and major building systems (HVAC, plumbing, electrical, fire protection, and commissioning). The specifications establish contractor obligations for phased construction in an occupied medical facility, requiring detailed coordination with facility operations, strict infection control measures, security protocols, and comprehensive documentation of all work. Key contractual requirements include: maintaining 24/7 facility operations with scheduled utility interruptions, site security procedures with badge requirements and key control, a detailed quality control plan with three phases (preparatory, initial, and follow-up), preparation and execution of an Accident Prevention Plan with daily safety meetings, asbestos and lead paint abatement procedures with professional industrial hygienist oversight, and extensive commissioning requirements for all mechanical, electrical, and plumbing systems with testing and training documentation.

The specifications require the contractor to perform as-built documentation, maintain warranty management for one year post-completion with 4 and 9-month inspections, provide comprehensive Operation and Maintenance manuals, and conduct operator training for VA maintenance personnel. Environmental controls include dust management with HEPA filtration, waste diversion targeting 50 percent recycling, temporary environmental controls, and construction signage. The contractor must obtain access to VA TRIRIGA CPMS project management software at their own expense and comply with all federal (OSHA 29 CFR 1926, EPA 40 CFR 61/763, DOT 49 CFR 171-180) and state/local regulations governing construction, particularly regarding asbestos abatement which requires certified competent persons, medical surveillance programs, respiratory protection programs, and clearance testing by independent industrial hygienists. General requirements specify that work must be coordinated through the Contracting Officer or Resident Engineer with no modifications permitted without official authorization, emphasizing the government's exclusive control over contractual changes.
