About this file
This is a Sample Task Order (D01) attachment that outlines requirements for developing methods to culture difficult-to-grow pathogens as part of a broader NIAID contract opportunity for in vitro assessments of antimicrobial activity.
The 12-month task order requires contractors to develop and document culturing methods for bacteria, fungi, viruses, or parasites that are currently difficult to grow, with the goal of enabling in vitro efficacy determination assays. Key deliverables include monthly progress reports, monthly teleconference participation with documented minutes, and a final report. The contractor must provide 832 direct labor hours (excluding leave) and submit all reports electronically in Section 508-compliant format. This is a Level-of-Effort, Cost Reimbursement plus Fixed Fee type task order. Required documentation includes detailed Standard Operating Procedures for successful isolation and culture strategies that meet peer-reviewed publication standards. The contractor must operate independently while providing all necessary services, personnel, materials, equipment, and facilities not provided by the government.

ATTACHMENT 8: SAMPLE TASK ORDER ASSOCIATED WITH TASK AREA D:
Development of New Techniques to Culture Difficult to Grow Pathogens
IN VITRO ASSESSMENTS OF ANTIMICROBIAL ACTIVITY
SAMPLE TASK ORDER D01
“Development of a Method of In Vitro Culture for a Difficult-to-Culture Pathogen”
NOTE: Offerors proposing for Task Area D must include in their proposal a response to the following sample task order: D01. There is no added value in submitting multiple proposals in a single Task Area. The Offeror should be encouraged to submit its best proposal – i.e., the one for which it has the highest qualifications and capabilities.
Offerors proposing for Task Area D must submit a proposal that includes information pertaining to Task Area D only.
The following Sample Task Order is provided to assess the Offeror’s capabilities to conduct and fulfill the requirements of the Statement of Work for projects of similar scope and size to be issued under contracts awarded in response to this solicitation. Although this Sample Task Order will NOT be awarded, Offerors are to include in their proposals a response that specifies the methods by which each Sample Task Order would be accomplished and include an associated budget. Offerors should refer to the Additional Technical Proposal Instructions and Additional Business Proposal Instructions for guidance regarding preparation of their proposals.
SECTION B – SUPPLIES OR SERVICES AND PRICES/COSTS
1. ESTIMATED COST AND FIXED FEE
This is a Level-of-Effort, Cost Reimbursement plus Fixed Fee type Task Order.
SECTION C – DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
Statement of Work
I. SCOPE
Development of culturing methods for a bacteria, fungi, virus, or parasite that is currently difficult to grow. The developed culturing methods should allow Minimal Inhibitory Concentration (MIC) (for bacteria, fungi, or parasites) or SI (for viruses) determinations to be made against the pathogen.
II. Technical Requirements:
Independently, and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, materials, equipment, and facilities, not otherwise provided by the Government as needed to perform the Statement of Work below.
The requirements for Task Area D defined in the base Statement of Work apply to all work performed under this Task Order.
In addition to the requirements laid out in the base Statement of Work, the Contractor shall conduct the following:
1. Development of Culturing Method:
a. The Contractor shall provide its best effort towards systematic exploration of new growth conditions to develop a simple and reproducible method for culturing a new or difficult to grow bacteria, fungi, virus, or parasite. The goal of these efforts will be to allow in vitro efficacy determination assays to be conducted for the subject in question.
b. The contractor shall document successful and unsuccessful attempts to establish conditions that will allow for growth of the pathogen in question.
2. Communications and Reporting
a. The Contractor shall conduct monthly teleconference calls with the COR to report on progress and provide minutes of each teleconference in accordance with the Reporting Requirements and Delivery Schedule.
b. The Contractor shall provide Monthly Reports in accordance with the Reporting Requirements and Delivery Schedule.
c. The Contractor shall provide a Final Report in accordance with the Reporting Requirements and Delivery Schedule.
SECTION D – PACKAGING, MARKING, AND SHIPPING
There are no additional D. clauses applicable to this Task Order beyond those in the base contract.
SECTION E – INSPECTION AND ACCEPTANCE
There are no additional E. clauses applicable to this Task Order beyond those in the base contract.
SECTION F – DELIVERIES OR PERFORMANCE
1. PERIOD OF PERFORMANCE
The period of performance of this sample task order is twelve (12) months.
2. TASK ORDER REPORTING REQUIREMENTS AND DELIVERABLES
Technical Reports
All reports required herein shall be submitted in electronic format.
All electronic reports submitted shall be compliant with Section 508 of the Rehabilitation Act of 1973. Additional information about testing documents for Section 508 compliance, including guidance and specific checklists, by application, can be found at:
http://www.hhs.gov/web/508/index.html under "Making Files Accessible."
1. Monthly Progress Report
The Contractor shall prepare and submit monthly progress reports in accordance with the DELIVERIES Article in SECTION F of this task order. The Monthly Report shall describe all activities undertaken to develop and implement strategies towards the establishment of continuous cell culture or cell-free in vitro continuous culture, regardless of outcome.
The Contractor shall include all strategies that prove successful and unsuccessful in detail as well as Standard Operating Procedure(s) (SOP) for the purpose of public dissemination for each successful isolation and culture strategy. SOPs shall be sufficiently detailed to enable replication of the pathogen isolation and cultivation and have the level of detail necessary to meet the scrutiny of publication in a peer-reviewed journal.
2. Final Report
The Contractor shall prepare and submit a Final Report, summarizing all work performed and results obtained for the entire task order period of performance.
The Final Report shall be submitted in accordance with the DELIVERIES Article in SECTION F of this task order.
Other Reports and Deliverables
All reports required herein shall be submitted in electronic format.
1. Monthly Teleconference Minutes http://www.hhs.gov/web/508/index.html
The Contractor shall provide and deliver, in accordance with the Delivery Schedule, minutes of the monthly teleconferences which include the following:
a. List of action items (including who is responsible for the action item).
b. Summary of any high-level decisions made during the teleconference.
c. Summary of progress on development of new or improved culturing methods
d. Discussion of changes to methods
e. Summary of concerns raised during the teleconference and the plan to address these concerns.
