About this file
This is Amendment Two to solicitation 75N93024R00024 from the National Institute of Allergy and Infectious Diseases (NIAID) for In Vitro Assessments of Antimicrobial Activity, issued on January 21, 2025, with proposals due March 10, 2025 at 3:00pm EDT (unchanged).
The amendment provides responses to three contractor questions, clarifying that: 1) Offerors may propose to any number of Task Areas but must submit separate technical and business proposals for each, with proposals evaluated separately; 2) Contractors may propose specific assays or target pathogens within a Task Area as long as they meet sample task order requirements; and 3) Growing M. tuberculosis would be considered under Task Area D if improvements to existing culture methods are described. The amendment notes that proposals should only address Task Areas where contractors have demonstrable qualifications, and that the government may limit the number of competitive range proposals to enable efficient competition.

The purpose of Amendment Two is to:
1. Respond to questions received regarding this solicitation.
Offerors MUST acknowledge receipt of the amendment by Amendment number (s) and date of the amendment. Failure to receive your acknowledgment of this amendment may result in the rejection of your proposal.
Except as provided herein, all terms and conditions of the solicitation remain unchanged and in full force and effect.
I. The Government’s responses to questions received regarding this solicitation are as follows:
1. Question: Does the contractor need to demonstrate capabilities for all Task Areas, or can we apply for specific Task Areas, such as Task A and B?
Response: From the RFP: “Offerors are not required to propose to all Task Areas but may submit proposals for one, two, three or all four Task Areas. Offerors proposing to multiple Task Areas are required to submit separate technical and business proposals to each proposed Task Area.

Offerors should not include information in one Task Area proposal that pertains to any other Task Area. Each Technical Proposal shall address all elements of the proposed Task Area and provide detailed plans in response to the Sample Task Order matching the proposed Task Area.
Proposals will be evaluated separately for each Task Area the offeror proposes. The choice to submit proposals for more than one Task Area will not weigh in favor of or against an Offeror’s proposal, however, the Government may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. For this reason, Offerors are encouraged to respond only to the Task Areas in which they have demonstrable qualifications.”
2. Question: Within Task Areas, can a contractor apply for specific assays or target pathogens, or is it required to address all the outlined assays within each Task Area?
Response: An Offeror may propose specific assays or target pathogens as long as they meet the requirements of the sample task order in the proposed Task Area. E.g, for Sample Task Order A01 MIC testing must be proposed against a panel of strains of one of the listed pathogens.
3. Question: Would growing M. tuberculosis be considered under Task Area D?
Response: Yes, improvements to existing culture methods would be in scope. How the method improves on the existing methods would, of course, need to be described.
PLEASE NOTE: In the questions/responses above, specific organizational names have been removed or replaced where possible as well as other minor adjustments.
