About this file
This is a sample task order (Task Order C01) focused on in vitro assessments of antiparasitic or antivector activity, attached to solicitation 75N93024R00024 for the National Institute of Allergy and Infectious Diseases (NIAID). The task order requires contractors to evaluate twenty candidate test articles by performing dose-response curves to determine 50% inhibitory concentration of parasite growth or vector repellency, selecting from a provided list of parasites (e.g., Plasmodium, Leishmania) or vectors (e.g., mosquitos, ticks).
The firm-fixed-price task order has a 10-month period of performance and includes specific technical requirements such as performing tests in triplicate for antiparasitic evaluations or 5 replicates of 10 insects per treatment for repellency tests. Contractors must complete testing within 30 days of receiving test articles, conduct monthly teleconferences with the COR, and provide detailed reports including compound test results and a final report. Key deliverables include documentation of preparation methods, growth conditions, test results with dose-response curves, and raw data in tabular format. The contractor is responsible for providing all necessary services, personnel, materials, and facilities not provided by the government.

ATTACHMENT 7: SAMPLE TASK ORDER ASSOCIATED WITH TASK AREA C: PARASITES
AND VECTORS
IN VITRO ASSESSMENTS OF ANTIMICROBIAL ACTIVITY
SAMPLE TASK ORDER C01
“Determination of In Vitro Efficacy of Antiparasitic Candidates or Vector Repellents”
NOTE: Offerors proposing for Task Area C must include in their proposal a response to the following sample task order: C01. There is no added value in submitting multiple proposals in a single Task Area. The Offeror should be encouraged to submit its best proposal – i.e., the one for which it has the highest qualifications and capabilities.
Offerors proposing for Task Area C must submit a proposal that includes information pertaining to Task Area C only.
The following Sample Task Order is provided to assess the Offeror’s capabilities to conduct and fulfill the requirements of the Statement of Work for projects of similar scope and size to be issued under contracts awarded in response to this solicitation. Although this Sample Task Order will NOT be awarded, Offerors are to include in their proposals a response that specifies the methods by which the Sample Task Order would be accomplished and include an associated budget. Offerors should refer to the Additional Technical Proposal Instructions and Additional Business Proposal Instructions for guidance regarding preparation of their proposals.
SECTION B – SUPPLIES OR SERVICES AND PRICES/COSTS
1. PRICES
This is a firm-fixed price type task order.
SECTION C – DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
Statement of Work
I. SCOPE
Determination of in vitro Parasite Growth Inhibition or Vector Repellency of candidate anti-parasitic or anti-vector test articles.
Note: Offerors should select either anti-parasitic or anti-vector in the sample task order scope statement and prepare the response using a parasite or vector from Table 1.
II. TECHNICAL REQUIREMENTS
Independently, and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, materials, equipment, and facilities, not otherwise provided by the Government as needed to perform the Statement of Work below.
The requirements for Task Area C defined in the base Statement of Work apply to all work performed under this Task Order.
In addition to the requirements laid out in the base Statement of Work, the Contractor shall conduct the following testing:
1. Parasite Growth Inhibition or Vector Repellency Testing
a. The Contractor shall store and maintain of all candidate test articles provided to the Contractor by the Government or through a third-party under conditions specified by the COR.
b. The Contractor shall evaluate twenty (20) candidate test articles performing a dose-response curve to determine the 50% inhibitory concentration of parasite growth in culture or repellency of live vector, selecting a parasite or vector species from Table 1 below.
[For purposes of this Sample Task Order, one evaluation is defined as one parasite strain or vector species-test compound combination, with appropriate controls.]

c. For antiparasitic evaluations, the Contractor shall perform tests in triplicate and shall include an appropriate first line therapy as a comparator.
d. For repellency evaluations the Contractor shall perform 5 replicates of 10 insects per treatment and shall include an approved repellent as a comparator.
e. The Contractor shall complete testing within 30 days of receipt of test articles.
f. The Contractor shall perform all determinations for each candidate test article in accordance with the reporting requirements described herein.
2. Communication and Reporting
a. The Contractor shall conduct monthly teleconference calls with the COR to report on progress and provide minutes of each teleconference in accordance with the Reporting Requirements and Delivery Schedule.
b. The Contractor shall provide a Final Report in accordance with the Reporting Requirements and Delivery Schedule.
