About this file

This is Attachment 13 which provides additional business proposal instructions and uniform cost assumptions for an RFP related to In Vitro Assessments of Antimicrobial Activity. The document outlines detailed requirements for preparing business proposals across multiple sample task orders (A01, A02, B01, C01, D01) that involve different types of testing determinations over 10-month performance periods.

The instructions specify requirements for direct labor documentation, fringe benefits calculations, materials/supplies summaries, other direct costs, subcontracting details (including special requirements for subcontracts over $750,000), consultant information, indirect cost calculations, and fixed fee computations. Notable constraints include: no travel authorization for any sample task orders, no government furnished property offered, and separate technical/business proposals required for each task area if proposing to multiple areas. For Sample Task Order D01, offerors must use a specific "Breakdown of Proposed Estimated Costs" Excel spreadsheet and provide detailed cost realism data to support their proposed costs.
