About this file

This is a specification document for construction work at Florida National Cemetery, detailing general requirements, shop drawing procedures, reference standards, and construction waste management protocols.

The document establishes comprehensive construction requirements for site preparation, demolition, and removal of existing structures at Florida National Cemetery (NRM). The contractor must furnish all labor, materials, equipment, and services to complete work as specified in drawings and specifications. General requirements include mandatory security compliance with VA security management programs, OSHA-certified competent person presence on-site, and employee training in 10-hour or 30-hour OSHA Construction Safety courses. The contractor must provide site security through unarmed guards operating 24/7, establish fire protection programs per 29 CFR 1926 and NFPA standards, maintain temporary construction partitions with specific fire ratings, and protect existing utilities. Operations must minimize disruption to cemetery functions, with burial activities taking precedence over construction. The contractor must coordinate construction scheduling, provide phasing plans with two-week advance notice, and comply with specific requirements for major holidays (Easter, Memorial Day, Veterans Day, etc.). Additional obligations include conducting site surveys before work commences, protecting existing vegetation and structures, managing temporary facilities and waste materials, providing as-built drawings in AutoCAD format within 15 days of project acceptance, and maintaining professional surveying services through registered surveyors or civil engineers to certify all layout work, foundation locations, utility locations, and gravesite control monuments.

Shop drawing submissions must be submitted by the contractor prepaid with transmittal letters identifying project details, specification paragraphs, drawing numbers, manufacturer information, and ASTM/Federal Specification numbers. Samples requiring laboratory testing (marked "LT") must be tested at contractor expense in approved commercial laboratories and submitted simultaneously to both the COR and Architect-Engineer. The document references applicable standards from ASTM, NFPA, and OSHA, with sources for obtaining specifications listed in Section 01 42 19. Construction waste management requires a minimum 50 percent diversion rate from landfills through salvage, recycling, or reuse of designated material categories including soil, inerts, wood, green waste, metals, cardboard, roofing materials, plastics, carpet, gypsum board, insulation, paint, and fluorescent lamps. The contractor must develop waste management plans, assign specific separation areas, supervise sorting procedures, and provide documentation with progress payment applications detailing diversion activities, receiving parties, transportation costs, weight tickets, and net costs or savings.
