OSP Attachment A

TECHNICAL CAPABILITY PROPOSAL

TURKEY AUTOMATED TAX FREE FUEL PROGRAM

Please answer the following questions as clearly and completely as possible. (see pages 52-54)

Technology Hardware

• Please provide your definition of what an Electronic Fueling Device is.

• Adequate coverage in South Eastern Turkey must be provided. Please provide information regarding the technological capability of the pumps in the South Eastern region of Turkey. Do they all have Electronic Fueling capability?

Software

• Controls such as authorized fuel type and monthly lift allowance will be set by the

Contractor backend account management systems. Please explain how your systems will do this.

• Contractor will provide either 1-800 number or Web-site through which customers can look up their account balances. Please confirm this capability.

• Please address how your accounting systems will coordinate with Ordering and Delivery periods. Will your systems pause for reconciliation?

• Please outline controls that can be set to limit accounts to limit abuse.

• If a monthly allowance is depleted and an account is frozen, please outline process to get it back on track.

• The user must insert a personal identification number (PIN), to activate the pump.

This is a special feature to prevent fraud if the Electronic Fueling Devise is somehow removed and put on another vehicle. Please confirm this capability.

• All systems will reset at the end of the ordering period per Clause F4, Delivery and Ordering Periods. Systems will be replenished and continue once new Ordering and Delivery periods are entered. Please confirm.

TURKEY AUTOMATED TAX FREE FUEL PROGRAM

Accounting

• For ALL authorized Personal Owed Vehicles (POV’s), the Property

Administrator (AAFES) will issue STAR CARDS. Please provide how your systems will coordinate with AAFES and the STAR CARDS. The Property Administrator shall maintain a data base with all STAR CARD account numbers.

STAR CARD will be associated with Contractor’s accounting system, with which sales will be tracked.

• Electronic Fueling Devices will be issued by the Contractor. The Contractor’s backend systems will collect relative data and will upload to an AAFES data system on a daily basis. Please confirm this capability and detail how it would work.

Logistics

• Stations are to be operable 24 hours per day/7 days a week. Please confirm or state when your stations will be open. If this changes from region to region, please detail which stations and what hours.

• Contractor will provide a list and a MAP of TURKEY with all of the retail stations clearly marked. These maps will be provided at AAFES locations for distribution. Please confirm MAPS can be provided.

• The Electronic Fueling Device will be mounted at Contractor designated locations. Please name these locations.

• The contractor shall invoice in U.S. dollars per U.S. gallons. Invoices shall be paid in U.S. dollars. Please confirm.

• Definition of an Order: Under Turkey Electronic Fueling Device Program, the Property Administrator will issue an order for the entire contract amount to be delivered. After the beginning of the delivery period, the issuance of an “order” occurs at the time an Electronic Fueling Device is used to lift fuel from the Contractor’s retail service pump. Please confirm.
