About this file
This is a detailed research topic solicitation for the Pipeline and Hazardous Materials Safety Administration (PHMSA) under the Department of Transportation's Pipeline Safety Research and Development Program. The solicitation seeks proposals for Technology Transfer and Commercialization Advancement projects (Research Announcement 693JK326RA002) focused exclusively on transitioning mature pipeline safety innovations from advanced prototypes to full-scale commercial deployment. Eligible technologies must be at Technology Readiness Levels 7-9 and address critical pipeline safety, environmental protection, or resilience challenges. The maximum project duration is 12 months, and applicants must demonstrate a minimum of 50 percent non-Federal cost-sharing to evidence industry commitment.
Proposals must include a comprehensive commercialization roadmap with market and regulatory analysis, clear operational implementation plans, final-stage validation and pilot-scale demonstrations in real-world environments, and a mandatory transition-to-practice plan ensuring market-ready deployment upon completion. Active partnership with a pipeline operator or service provider is required, including letters of commitment for field-testing and co-funding or formal transition agreements. Applicants must document testing protocols, identify implementation and deployment costs, specify physical or software adaptations needed, incorporate stakeholder input from commercial adopters and standards organizations, and provide quantified economic impact projections and measurable safety benefits. The solicitation also accepts proposals for modifications to existing technologies that have cleared primary scientific hurdles and demonstrate reliability for pipeline sector applications.

Pipeline Safety Research and Development (R&D) Program Research Announcement T2 Detailed Topic
Solicitation Topic: Technology Transfer and Commercialization Advancement The objective of this research project is to accelerate the transition of high-impact pipeline safety innovations from the research phase to full-scale commercialization and field implementation. This project focuses on bridging the implementation gap by providing the necessary support for technologies at a high technology readiness level (TRL 7-9) to resolve the final technical, regulatory, and market hurdles.
A cost-effective new or modified technology must result in a tangible, market-ready product or system that addresses critical pipeline safety challenges. The project must demonstrate a definitive path to producing a deployable technology that maintains regulatory intent while improving operational safety, environmental protection, and societal benefits.
The project scope must:
· Perform a targeted market and regulatory review of relevant research and existing commercial solutions, including a competitor landscape assessment, to ensure that the proposed technology avoids duplication and addresses specific customer segments.
· Describe the operational tasks that the technology will implement, clearly outlining the specific safety, environmental, or resilience benefits it brings to the pipeline sector.
· Develop a comprehensive commercialization roadmap, detailing the transition to full market entry, including risk mitigation measures, clear path to production, and projected economic return on investment. Include details pertaining to early adopters and the long-term market.
· Identify specific conditions and factors to be considered in the design of final-stage validation and pilot-scale demonstrations in an operational environment to confirm the technology’s post-funding viability.
· Specify any physical, mechanical, or software adaptations required to successfully implement the technology.
· Outline the testing protocols required to evaluate the technology within its operational environment, proving its cross-functional viability and mission-ready status.
· Include a pipeline operator or service provider as an active partner, including detailed letters of commitment, to host field-testing and validate the technology’s performance in real-world scenarios, evidenced by co-funding or formal transition agreements.
· Document and focus on final validation results, providing evidence of technical maturity (attaining TRL 8 or 9) and determining the effectiveness and accuracy of the system upon the conclusion of funding.
· Include participation and input from stakeholder groups, such as commercial adopters, industry experts, and standards developing organizations, to ensure that the product meets industry requirements and credentialing needs.
· Identify representative implementation and deployment costs for the technology to assist operators in evaluating the total cost of ownership and market readiness.
· Specify a mandatory transition-to-practice plan which ensures that the technology is a tangible, market-ready product available for immediate field implementation upon the conclusion of the performance period.
· Include quantified projected economic impact and return on investment, and measurable safety and innovative benefits.
· Provide evidence of a minimum 50 percent non-Federal cost-sharing to demonstrate significant industry commitment and financial alignment.
· Provide delivery time that is not to exceed 12 months.
Proposals that address advancements or validations to modifying existing technologies also should:
· Focus on tools and technologies that have cleared primary scientific hurdles (between TRL 7-9 at the time of application) and have the best potential for being used “as is” or with final-stage modifications to perform reliably.
· Describe the new operational tasks for which an operator would implement this technology, including the specific safety, environmental, or resilience benefits provided.
· Identify any necessary modifications required to adapt the existing technology for the pipeline sector and new purpose.
· Test the existing technology within the specific operational parameters of its new intended use to demonstrate cross-functional viability and mission-ready status.
