About this file
This is a Project Deliverables document for a 12-month accelerated Technology Transfer (T2) pipeline research program under USDOT/PHMSA Solicitation 693JK326RA002. The program focuses on advancing pipeline leak detection and quantification technology from prototype development through commercial deployment, with eight primary deliverables structured across the contract period.
The deliverables include: (1) a Kick-Off and Technology Transfer Plan with baseline Technology Readiness Level (TRL) transition strategy due at Month 3; (2) benchtop flow loop validation and algorithm calibration testing due at Month 6; (3) SCADA system integration and field pilot site preparation due at Month 9; (4) controlled field pilot demonstration and operational validation advancing technology to TRL 7 due at Month 11; (5) standards integration guidelines for API and ASME standards due at Month 12; (6) a commercial transition strategy defining licensing, manufacturing, and deployment roadmap for TRL 8-9 advancement due at Month 12; (7) comprehensive final reporting including monthly progress reports, quarterly status updates, final project report, technology transfer brief, TRL assessment, and peer-review documentation due at Month 12; and (8) market outreach activities including conference presentations and industry workshop materials for technology proliferation due at Month 12. All deliverables support the core objective of accelerating high-impact pipeline safety innovations from advanced prototypes to full-scale commercial deployment and immediate market availability for pipeline operator adoption.

PROJECT DELIVERABLES
(12-MONTH ACCELERATED T2 PIPELINE)
1. Kick-Off & Technology Transfer Plan (TTP) Baseline (Month 3) Conduct Kick-Off Team and Technical Advisory Panel (TAP) meeting to establish commercial deployment targets, finalize sensor calibration protocols, and establish the baseline TRL transition plan. Results due to DOT/PHMSA within 3 months of the effective date of the Agreement.
2. Benchtop Flow Loop Validation & Quantification Algorithm Calibration (Month 6) Conduct flow loop testing to validate sensor response times, spatial resolution, and false-alarm suppression, while calibrating algorithms for real-time leak rate quantification and mass-balance estimation. Results due to DOT/PHMSA within 6 months of the effective date of the Agreement.
3. SCADA System Integration & Field Pilot Readiness (Month 9) Complete hardware package optimization, integrate leak detection and quantification software into operator SCADA/control system interfaces, and prepare field pilot test sites for operational demonstration. Results due to DOT/PHMSA within 9 months of the effective date of the Agreement.
4. Field Pilot Demonstration, Operational Validation & TRL 7 Advancement (Month 11) Execute controlled field release testing on active/simulated pipeline segments to validate real-time leak localization, flow rate measurement accuracy, and multi-sensor reliability under real-world operating conditions (TRL 7). Results due to DOT/PHMSA within 11 months of the effective date of the Agreement.
5. Standards Integration (Month 12) Deliver finalized operator decision-support tools and establish guidelines for SDO integration (e.g., API 1130/1175, ASME). Due to DOT/PHMSA within 12 months of the effective date of the Agreement.
6. Commercial Transition Strategy
Define the commercial licensing, manufacturing, and deployment roadmap for full market transition (TRL 8–9). Due to DOT/PHMSA within 12 months of the effective date of the Agreement.
7. Final Reports (Month 12) Prepare and submit all monthly progress reports, quarterly status reports, Final Project Report, Technology Transfer Brief, Final TRL Assessment, and TAP Peer-Review Reports. Due to PHMSA in accordance with the agreement.
8. Market Outreach, Industry Conference & Technology Proliferation (Month 12) Prepare paper submissions, industry conference presentations (e.g., AMPP, IPC, or API pipeline conferences), and end-user workshop materials to drive broad industry adoption. Due to DOT/PHMSA within 12 months of the effective date of the Agreement.
