About this file
This Quality Assurance Surveillance Plan (QASP) is for the Natick Soldier Systems Center (NSSC) Building 2 Repair Building Envelope (Facade) Design/Build project scheduled for July 2025. The project consists of two primary work components: Project B involves removing rust, stripping, and repainting wind tunnels' exterior using Sherwin Williams Corothane 1 with Micaceous Aluminum paint, while Project D includes replacing main entrance doors, storefront, exterior doors, roof access stairs, exterior lights, pipe bollards, concrete stairs/ramps, and replacing the existing EFIS system with a 2" insulated metal panel system.
The QASP outlines key performance objectives for the contractor, including adhering to contract schedules and project milestones, maintaining a safe work environment, and providing a one-year warranty on all work. The government will assess contractor performance through weekly meetings, site visits, and monitoring of submittals, schedule adherence, and cost control. Performance will be rated across three primary criteria: quality, schedule, and cost control, with ratings ranging from excellent to unacceptable based on specific metrics such as contract requirement compliance, milestone achievement, and maintaining actual contract costs within 10% of the original awarded value.

Natick Soldier Systems Center (SSC) Bldg. 2 Repair Building Envelope (Facade)
(Design / Build) Quality Assurance Surveillance Plan (QASP) July 2025
1. Objective. This Quality Assurance Surveillance Plan (QASP) serves as the principal basis for assessing overall performance quality. This document will be used by the Government to assess the effectiveness of the Contractor’s technical services. This QASP provides the methodology by which the Contractor's performance will be monitored to determine compliance with established performance objectives and to establish performance benchmarks that ensure a quantifiable basis for measuring effectiveness. The plan is designed so that surveillance is limited to that which is necessary to verify the Contractor is performing technical services satisfactorily and relates directly to guard booth/ID check and supporting structures and civil site work objectives delineated in the
SOW.
2. Government Surveillance. The Contracting Officer (KO) will appoint a technical representative to function as the Contracting Officers Technical Representative (COTR) for this contract, and her/his authority will be limited to administering specific technical aspects of the contract. The Contracting Officer’s Representative (COR) will not provide direction that is outside the scope of responsibilities delineated under this contract and will defer any conditional interpretations to the KO. The COR will:
• Maintain a detailed knowledge of the technical requirements of the contract;
• Document Contractor performance in accordance with the QASP;
• Identify and immediately forward notifications of deficient, or non-compliant performance to the Contracting Officer;
• Approve priorities of support, resources, and associated schedules.
3. Surveillance Methods. Surveillance of Contractor performance is the method used by the Government to determine whether the contractor is effectively and efficiently complying with all terms and conditions of the contract. The functional expertise of the COR plays a critical role in adequately evaluating contractor performance.
4. Performance Objectives. This performance-based construction contract incorporates the following performance objectives:
1.) Project consists of all work required to perform:
• Project B - Involves removing rust, striping and repainting the wind tunnels exterior. This work includes constructing temporary enclosures, brush‐off blasting and solvent cleaning the exterior surfaces, then it was assumed we are applying a primer and two coats of Sherwin Williams Corothane 1 with Micaceous Aluminum, the same paint we use on our bridge structures.
• Project D - Involves replacing the main entrance doors & storefront, exterior doors, roof access stairs, exterior lights, new pipe bollards, concrete stairs & ramps to side entrances, and replacing the entire existing EFIS system with a 2” insulated metal panel system.
2.) The contractor must adhere to the contract schedule, project milestones, specifications, the Health and Safety Plan, and all other contract documents. The contractor shall meet all project requirements as outlined in the Scope of Work and all references, while effectively controlling project cost.
3.) The contractor shall maintain a safe and hazard free work environment for employees, subcontractors and NSSC employees.
4.) The contractor shall warranty all work for one year after project completion. All equipment shall be installed in accordance with manufacturer’s instructions so as not to void any manufacturer’s warranties. The contractor shall turn over all product warranties to the COR at project completion.
It is the contractor’s responsibility to employ the necessary resources to ensure accomplishment of these objectives. The Government’s assessment of the contractor’s performance in achieving these objectives will utilize the standards, acceptable quality levels, and surveillance methods described in the Performance Requirements Summary matrix set forth below.
The contractor will be notified, in writing, of the Government’s determination of its performance level for each performance objective, including all instances where the contractor failed to meet the acceptable quality level.
