About this file

This is an attachment template that establishes a responsibility crosswalk framework for offerors responding to a federal contract opportunity for Secure Care and Heightened Supervision Facility (HSF) beds operated for unaccompanied alien children (UAC) ages 13-17 by the Department of Health and Human Services Administration for Children and Families, Office of Refugee Resettlement. The crosswalk document requires offerors to identify and allocate responsibilities among the prime contractor and any proposed subcontractors, partners, or affiliates that will perform material portions of the work as defined in the solicitation. Offerors must complete one or more rows for each entity, specifying the Performance Work Statement (PWS) requirement or major performance area for which that entity is responsible, along with details on facilities or bed capacity, personnel and key staffing, and the materiality basis for each entity's involvement.

The attachment establishes materiality categories that include facility or bed capacity, state or local licensure and authorization, key personnel or staffing, specialized clinical or behavioral health services, corporate experience and past performance, significant PWS responsibilities, and other critical resources or capabilities. The completed crosswalk is limited to three pages, does not count against the 30-page technical proposal limitation, and must maintain consistency with the technical proposal narrative. All required template headings and column structures must remain unchanged, though offerors may add rows as necessary and delete only instructional text provided in red. The crosswalk serves as a summary tool for demonstrating responsibility allocation and resource distribution but does not substitute for substantive technical narratives required under evaluation factors.

Before Submission: The Offeror may delete only instructional or reference text shown in red, including the Materiality Categories reference table. Deletion of this red instructional/reference text will not count against the applicable page limitation.

The following shall remain in the completed Attachment 7:

All required response fields; and The Offeror's completed crosswalk information.

The Offeror may add rows as necessary but shall not delete, rename, combine, or otherwise modify the Government-provided crosswalk columns or required response fields.

Complete this attachment for the Prime Offeror and each proposed subcontractor, partner, or affiliate that will perform a material portion of the requirement, as defined in L.6.3.H. Use one or more rows for each entity, as necessary, to identify the PWS requirement or major performance area for which the entity will be responsible. If there is uncertainty as to whether an entity is material, identify the entity in this attachment.
