About this file

This file is a glossary of abbreviations and acronyms related to the Office of Refugee Resettlement (ORR) Unaccompanied Alien Children (UAC) Program under the Department of Health and Human Services. The glossary defines key operational terms and roles used in the administration of residential care services for unaccompanied alien children, including definitions for various levels of care such as Secure Care, Heightened Supervision Facilities (HSF), Therapeutic Group Homes, Diagnostic Centers, and Shelters. It establishes definitions for personnel roles including Case Coordinators, Case Managers, Clinicians, Federal Field Specialists, and Prevention of Sexual Abuse Coordinators, as well as procedural concepts such as placements, transfers, releases, family reunification, and post-release services.

The glossary also defines critical operational and clinical terms including behavioral notes, emergency safety situations, seclusion, mechanical and chemical restraints, trauma-informed approaches, and various incident reporting requirements. Additionally, it provides an acronym reference section that corresponds all defined terms to their abbreviated forms, such as ORR, UAC, HSF, FSA (Flores Settlement Agreement), LSP (Legal Service Provider), and others essential to program operations. This appendix serves as a reference document for understanding the terminology and regulatory framework governing the delivery of care and services to unaccompanied alien children in federal custody.
