About this file

This is a Past Performance Narrative Template that offerors must use to document and submit relevant past performance examples as part of their proposal for the Secure Care and Heightened Supervision Facility (HSF) contract opportunity with the Administration for Children and Families, Office of Refugee Resettlement.

Offerors may submit a maximum of three (3) past performance examples collectively across the prime contractor and all proposed subcontractors, partners, and affiliates. Each completed template is limited to three (3) pages and must include specific sections: Offeror and Performing Entity Information, Contract/Project Information, Recent and Relevant Past Performance Narrative, and a Certification statement. The narrative section requires offerors to describe the entity's role and responsibilities performed, similarity in size and facility scale, scope of services provided, operational complexity (including 24/7/365 operations, regulatory compliance, and multi-facility management), quality of performance and results, and for subcontractors or affiliates, the relevance of the past performance to their proposed role. All text must use a minimum 12-point font with tables and charts in 10-point minimum font. Past performance examples must meet recency and relevance requirements as specified in Section L.7 of the solicitation and must be verifiable by the Government through the certification provided by an authorized representative.
