About this file

This is a Department of the Air Force Justification for Other Than Full and Open Competition document dated March 2026. The 81st Contracting Squadron under Air Education and Training Command (AETC) seeks to award a firm fixed price contract on a brand name justification basis for De Nora or Halogen Chlorination and Fluoride Chemical Injection Systems to support operations at Keesler Air Force Base, Mississippi. The contract relates to Project MAHG23-1034, which involves repair of Well #9 casing, drop pipe, pump, instrumentation, and controls, with the specific focus on replacing the Chlorination and Fluoride Chemical Injection System at that well. The statutory authority cited is 10 U.S.C. 3204(a)(1), permitting procurement from only one responsible source when no other supplies or services will satisfy agency requirements.

The justification is based on standardization and compatibility requirements, as other operational water wells at Keesler AFB already utilize De Nora and Halogen equipment (with the exception of newly required Halogen auto valves and scrubber for safety compliance). The government asserts that market research indicates many contractors can compete while meeting the two brand name requirements and that standardization provides operational benefits including spare equipment interchangeability, reduced operator training needs, expedited repairs through parts availability and operator familiarity, and decreased well downtime that could otherwise harm base operations. The Contracting Officer is responsible for determining fair and reasonable pricing in accordance with Federal Acquisition Regulation Subpart 15.4. The justification notes that for future similar requirements, market research will be conducted to evaluate whether new compatible equipment from other providers becomes available. The estimated cost of the brand name items is not filled in within the document.

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):

Agency: AETC Contracting Activity: 81st Contracting Squadron

II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):

This document approves the award of a firm fixed price contract on a Brand Name Justification basis to acquire a De Nora or Halogen Chlorination and Fluoride Chemical Injection Systems in support of the existing operations on Keesler AFB, MS. This justification is made on an individual basis.

III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):

Project MAHG23-1034 is for the Repair of Well #9 casing, drop pipe, pump, instrumentation, and controls. The purpose of this Brand Name Justification is for the Chlorination and Fluoride Chemical Injection System at Well #9 which is to be replaced under this project. These systems provide water disinfection and there are other Water Wells in operation on Keesler AFB with De Nora and Halogen Chlorination and Fluoride Chemical Injection Systems. To ensure compatibility and continued operation, it is necessary that the Chlorination and Fluoride Chemical Injection System parts, as specified in the Statement of Work, paragraph 3.2.4.3., are De Nora or Halogen.

IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):

10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.

V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):

Please see description above.

VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):

Other wells in operation have the De Nora and Halogen equipment in place, with the exception of the Halogen auto valves and scrubber which is a new safety requirement. The goal is to install the same brand equipment when repairing the non-active wells. The brand name justification will not affect competition. Based on market research, many contractors can compete while meeting the two brand name requirements.

VII. Determination of Fair and Reasonable Cost (RFO 6.104-1(a)(7)):

The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.

VIII. Any Other Facts Supporting the Justification (RFO 6.104-1(a)(9)):

The purpose of standardizing the well equipment is:

1) The capability to retain spare equipment for emergencies that can be used at all wells;

2) All of the "Water Operators" will be more familiar with the equipment with less training required which will decrease repair time;

3) Expedite repairs both by parts being readily available and the Water Operators being familiar with repair procedures

The risk of not standardizing equipment is increased down time of the wells on base. The wells provide potable water to the base for drinking, HVAC, and fire, and any excessive down time could harm the overall base operation.

The overall estimated contract cost is included in Section A, above, the estimated cost of the Brand Name items covered under this justification is $_____

IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):

The goal is to have the same equipment in all wells on base. For future requirements similar to this effort, market research will be conducted to evaluate if there is any new and compatible Chlorination and Fluoride system equipment available from other providers.
