Attachment 1 DD FORM 254, DEC 1999, Item 13. CONTINUATION
SOLICITATION NUMBER: FA701422Q0033
PERIOD OF PERFORMANCE: 30 Sept 2021 – 29 Sept 2026
OPTION YEAR(S): Base and 4 option years
Item 13.: The Contractor will comply with DoDM 5220.2, NISPOM, February 2006 to include Changes 1 and 2.
Item 13.: All classified visit requests by Visitor Groups shall be forwarded to the COR for approval and need-to-know certification before being sent to the facility to be visited.
The COR must be notified and approve the receipt and/or generation of classified information under this contract. All classified information received and/or generated under this contract is the property of the U.S. Government regardless of proprietary claims. Upon completion or termination of this contract, the U.S. Government will be contacted for destruction or disposition instructions.
Ref. 10.a.: COMSEC safeguarding requirements apply. For on-base performance, COMSEC is incumbent on the government. Access on a governement installation is granted by the user agency. Access to COMSEC information is restricted to U.S.
Citizens holding a final U.S. Government clearance. Personnel must receive the required COMSEC briefing. Prior approval is required from the Government Contracting Activity prior to granting access to COMSEC information to a subcontractor.
Contractor will comply with Air Force COMSEC guidance.
Ref 10.b.: The contractor is permitted to access to Restricted Data (RD) in performance of this contract. Access to RD requires a final U.S. Government clearance at the appropriate level. Comply with marking guidance in DoDI 5210.02
Ref 10.d.: The contractor is permitted to have access to Formerly Restricted Data (FRD) in performance of this contract. Access to FRD requires a final U.S. Government clearance at the appropriate level.
Ref. 10.e.(2):. Access to Intelligence information required for performance. Visitor Group will require access to and comply with AFI 14-303. Release of intelligence information does not create an unfair competitive advantage for the Visitor Group nor a conflict of interest with the Visitor Group’s obligation to protect the information. Ref 10. j.: FOR OFFICIAL USE ONLY (FOUO) information will be utilized and protected IAW AFI 37-131 and AFI 37-134. FOUO information under this contract shall be safeguarded as specified in DoD Manual 5200.01, Vol. 4, DoD Information Security Program: Controlled Unclassified Information (CUI). OPTION YEAR(S): Base and 4 option years
DoD 5400-7-R, Air Force Manual 33-302, and DoD Freedom of Information Act (FOIA) Program, for requirements.
Ref 11.a.: Contract performance is restricted to location identified in Items 8.a – 8.c. or other approved locations as directed by the COR. Using activity will provide security classification guidance for performance of this contract.
Ref 11.a.: If the classified information is provided at the Visitor Group’s facility, ensure compliance with the provisions of DoD 5220.22-R, “Industrial Security Regulation,” December 4, 1985.
Ref 11.h.: COMSEC safeguarding requirements apply. See the NISPOM chapter 9, section 4 for details. For on-base performance, COMSEC is incumbent on the government.
Ref. 11.j.: The contractor must comply with the U.S. Government, DOD, Air Force and Air Force Cost Analysis Agency (AFCAA) Operation Security (OPSEC) Programs. The contractor must comply with any additional OPSEC requirements referenced. See Attachment 3.
Ref. 14.: A visitor group security agreement between the AFCAA, 11th Wing Information Protection Office and Contractor will be executed.
Item 15, Ref 10.e. (1). DSS is responsibility for all non-SCI classified material released to or developed under the contract and held within the Visitor Group's SCIF.
Reproduction and destruction of this material is prohibited without written approval from AF/SSO. In all cases, provide DSS a copy of the DD Form 254.
Item 15, Ref. 11.a.: Industrial security reviews for long term visitor groups will be conducted by the SSA while operating on an Air Force Installation. The Visitor Group will comply with the visitor group security agreement provided by the USAF Program/Project Manager at the performance location.
