About this file
This document is the Coefficient Breakdown Form (Attachment 7) for a Job Order Contract (JOC) solicitation. The solicitation is for construction services at Fort Irwin, California, and is a 100% 8(a) competitive set-aside with a 60-month ordering period.
The form provides instructions for offerors to develop a coefficient for non-pre-priced (NPP) items, which cannot exceed 10% of the contract value. Offerors must explain their methodology for determining the "value of the UPB (VUPB)" and provide supporting documentation, such as subcontractor quotes, historical pricing data, or other quantitative evidence. Offerors must also address assumptions regarding the expected award volume, on-site staffing, and the development of the coefficient formula. All components of price must be included in the coefficient, and the government reserves the right to request cost or pricing data to ensure a fair and reasonable price.

Instructions
Coefficient Instructions: NPP work shall not exceed 10% of the contract value/task order. No Task Order will consist solely of NPP work.
Non-pre-priced line items (NPP) shall only be allowed if the Government deems that an appropriate line item is not provided by the pre-priced RSMeans UPB
To permit recurrent use, a non-pre-priced line item shall be incorporated by supplemental agreement into the pre-priced UPB. This may be done at any time during the contract period
The offeror shall complete Attachment 7, Coefficient Breakdown Form for each coefficient and explain the basis for the methodology and development of each coefficient. The explanation shall, at a minimum address the following:
1. The offeror’s perception of the accuracy or value of the (contract-required UPB) for Fort Irwin and which of the following methodologies and types of empirical quantitative evidence was used to determine its value:
a. Comparison of local subcontractor quotes to the equivalent estimates developed using the UPB for all trades. The individual trade ratios are weighted to reflect the amount of work expected by trade, and the resulting weighted
average is the value of the UPB. Provide narrative and detailed Excel worksheet(s) showing how the offeror applied this method.
b. A mathematical model developed using historical task order pricing data along with continued verification of model accuracy through cross-validations. Provide narrative and detailed Excel worksheet(s) to describe the model
and the cross-validations used to confirm model accuracy or value for this UPB.
c. A historical weighted average analysis of past Fort Irwin task orders actual costs to UPB estimated costs. Provide narrative, detailed Excel worksheet(s), and graph(s) showing analysis.
d. Other – explain in detail through narrative, Excel worksheet(s), and graph(s) methodology used.
e. Note – the value of the UPB shall be “net” (e.g., 1.00) or a percentage “decrease from” (e.g., 0.95) or “increase to” (e.g., 1.05) the unit prices listed in the UPB. The offeror’s accuracy of the UPB shall not extend beyond two decimal places.
2. The basis for any assumptions regarding the expected “awards volume” (T.O. awards).
3. The on-site staff supporting the expected awards volume under the contract. List positions and full time equivalent (FTE) employee numbers.
4. The development of each coefficient using the following as a guide:
a. The coefficient associated with the UPB is based on the accuracy of the UPB, the expected awards volume, and the total contractor markup.
b. To determine the coefficient (C) the following information is needed:
1. The ratio of the local market supporting the JOC/SABER work to the UPB, which is referred to as the “value of UPB” (VUPB).
2. The estimated annual task order awards (EATOA).
3. The total contractor markup, the costs including prime contractor profit being covered by the coefficient (CCC).
a. The Cost Covered by the Coefficients (CCC) shall be inclusive of all Division 00 Adjustment Factors including, but not limited to, overhead, profit, taxes, etc. Note subcontractor overhead and profit will be accounted for in the
value of the UPB not in the contractor markup.
4. In formula form it can be stated as follows: C = VUPB * EATOA / (EATOA – CCC).
All components of price shall be included in the offeror’s coefficients as no allowance for an omitted cost will be made later.
The Government reserves the right to require the submission of Other Than Certified Cost or Pricing Data as is deemed necessary to arrive at a fair and reasonable price.
COEFFICIENT: The Offerors NPP coefficient shall contain all costs already associated with their Pre-Priced Coefficient for Normal Working Hours and is subject to the following additional information:
1. Care shall be taken in pricing the NPP item(s)to ensure that costs and profit already present in the coefficient applied to prepriced items are not included in the cost of the item(s).
2. Indirect costs and profit is defined as all costs associated with performing the tasks, other than direct labor, equipment and material costs.
3. NPP proposals shall be supported with verifiable documentation supporting competitive quotes (minimum of two), catalog price, etc., for all NPP work.
4. NPP items with a value of $2,500 or more shall be supported with verifiable documentation such as at least three (3) competitive quotes or catalog prices.
5. NPP items shall be proposed in bare costs only (material, equipment and labor) multiplied by the quantity and the NPP indirect costs and profit rate (if applicable) to arrive at the total price for the NPP work.
6. NPP items shall be proposed in bare costs only (material, equipment, and labor).
a. Material costs, which may include freight but may not include any overhead or associated costs whether by the prime or a subcontractor, or both
b. Labor costs, which may include associated payroll taxes such as FICA, FUTA, SUI, but excludes vacation, sick leave, or any labor overheads, whether by the prime or a subcontractor, or both
c. Equipment that is to be used solely as a result of the inclusion of the non-pre-priced item, whether by the prime or a subcontractor, or both.
All components of price shall be included in the Offerors coefficients as no allowance for an omitted cost will be made later.
