Key Personnel

1. The following individuals under this requirement are Key Personnel:

a. Senior Program Manager

b. Country Program Managers (3)

c. Kenya Defense Forces Liaison

d. Surveillance Network Clinical Coordinator

e. Medical Director (Physician), Malaria Drug Resistance

f. Principal Investigator, Antimicrobial Resistance

g. Principal Investigator, Infectious Disease Surveillance (2)

h. Laboratory Manager, Acute Febrile and Respiratory Infections

i. Laboratory Manager, Enteric Infections

2. These individuals shall have the following tasking’s and qualifications:

a. Senior Program Manager (Kenya)

General: Works with Government assigned personnel including the Contracting Officer’s Representative to support all aspects of USAMRD-A infectious disease surveillance operations to include managing cost, schedule and performance.

Specific Duties: Provides support for the infectious disease surveillance program execution and operations for USAMRD-A. Develops and implements procedures to ensure data deliverables are on time and according to established quality and cost standards. Oversees contract budgets to ensure fiscal compliance. Ensures that administrative support (e.g. procurement, medical maintenance, resource management) and communication are conducted.

Prepares forecasts regarding future facility, equipment, and workforce needs, and ensures data output is sufficient to meet business requirements. Collates and standardizes vendor deliverables from other country Program Managers for final submission to the USG.

Minimum Experience: At least 8 years of current Program Management, infectious disease research or surveillance, and USG contract award experience in Kenya, where the USAMRD-A headquarters- element is based.

b. Country Program Managers (Kenya, Uganda, Tanzania)

General: Works with Government assigned personnel, contractors, and/or Senior Program Manager to support all aspects of USAMRD-A infectious disease surveillance operations in Uganda, Kenya, and Tanzania to include managing cost, schedule and performance at the individual project/laboratory level.

Specific Duties: Provides support for the infectious disease surveillance program execution and operations for USAMRD-A in assigned country. Develops and implements internal, country-specific procedures to ensure data deliverables are on time and according to established quality and cost standards. Oversees individual project/laboratory budgets to ensure fiscal compliance. Prepares individual project/laboratory forecasts regarding future facility, equipment, and workforce needs, and ensures data output is sufficient to meet business requirements and is standardized under guidance from the Senior PM.

Minimum Experience: At least 5 years of current Program Management, infectious disease research or surveillance, and USG contract award experience in the respective Host Nation.

c. Kenya Defense Forces (KDF) Liaison (Kenya)

General: Works with Government assigned personnel, contractors, and/or Kenya Program Manager to effectively communicate with the Kenya Defense Forces.

Specific Duties: Drafts and submits routine communiques to include but not limited to: memoranda for record, agenda and minutes from official meetings, requests for clearance onto Defense Forces property. Serves as escort officer for non-KDF personnel for surveillance activities as required by Kenya Defense Forces policy and procedure.

Minimum Experience: Prior military service in the Kenya Defense Forces, with Honorable or General discharge. Minimum 5 years’ experience in infectious disease research or surveillance.

d. Surveillance Network Clinical Coordinator (Kenya)

General: Works with Government assigned personnel to coordinate timely and effective operation of clinical field sites where samples are collected under approved human subject protocols.

Specific Duties: Conducts routine audits, inspections, and training of all staff responsible for enrolling subjects and sample collection/handling at each clinical field site throughout Kenya. Responsible for directly interfacing with County healthcare facility staff and officials through open and frequent communication.

Collates reports and continuing medical education events. Generates weekly, monthly, and ad hoc reports on site enrollments for USAMRD-A, WRAIR, and the contract vendor. Travel will be required 15-35% of the time, dependent on security conditions, project scopes, and funding.

Minimum Experience: Medical certification (Physician, Nurse, or Laboratory Technologist) required with a minimum of 10 years of experience in a Clinical Coordinator position.

e. Medical Director (Physician), Malaria Drug Resistance (Kenya)

General: Works with Government assigned personnel manage the malaria drug resistance laboratory.

Specific Duties: Responsible for the strategic planning, reporting, and publications for the malaria drug resistance laboratory. Directly or senior supervises a team of 15-25 personnel, contingent on funding and project approvals. Oversees physician responsibilities for malaria human subject protocols (e.g. blood collection). Writes proposals with sound and contemporary experimental design. Serves as Principal Investigator on multiple human subject protocols and proposals. Conducts training for surveillance or research personnel as Medical Officer. Advises USAMRD-A laboratories on medical, physiological, and clinical treatment matters for program and proposal development. Write and submit routine and ad hoc reports for USAMRD-A, funding body, and host nation stakeholders.

Minimum Experience: Medical degree with >10 years of experience in the field of malarial drug resistance surveillance, molecular characterization, and vector physiology.

f. Principal Investigator, Antimicrobial Resistance (Kenya)

General: Works with Government assigned personnel manage the antimicrobial resistance laboratory.

Specific Duties: Responsible for the strategic planning, reporting, and publications for the antimicrobial resistance laboratory. Directly or senior supervises a team of 10-20 personnel, contingent on funding and project approvals. Writes proposals with sound and contemporary experimental design.

Serves as Principal Investigator on multiple human subject protocols and proposals. Serves as subject matter expert for regional, national, and international forums on antimicrobial resistance and antimicrobial stewardship.

Write and submit routine and ad hoc reports for USAMRD-A, funding body, and host nation stakeholders.

Minimum Experience: Doctoral degree with >5 years of experience in the field of antimicrobial resistance surveillance, molecular characterization, and antibacterials both in humans, animals, and environmental reservoirs.

g. Principal Investigator, Infectious Disease Surveillance (Tanzania and Uganda)

General: Works with Government assigned personnel manage the infectious disease laboratories conducting surveillance for respiratory, antimicrobial resistant, sexually transmitted, or febrile vector borne infections.

Specific Duties: Responsible for the strategic planning, reporting, and publications for infectious disease surveillance laboratory. Directly or senior supervises a team of 10-20 personnel, contingent on funding and project approvals. Writes proposals with sound and contemporary experimental design.

Serves as Principal Investigator on multiple human subject protocols and proposals. Serves as subject matter expert for regional, national, and international forums on infectious disease. Write and submit routine and ad hoc reports for USAMRD-A, funding body, and host nation stakeholders.

Minimum Experience: Doctoral degree with >10 years of experience in the field of antimicrobial resistance, respiratory, and febrile vector borne infections in both military and civilian populations. Proficient in analysis and publishing of phenotypic, molecular, and epidemiologic infectious disease surveillance data.

Must be a known entity with approval to conduct surveillance in military medical facilities.

h. Laboratory Manager, Enteric Infections (Kenya)

General: Works with Government assigned personnel manage the acute febrile and respiratory infection surveillance laboratory.

Specific Duties: Oversees the day to day operations of the acute febrile and respiratory infections surveillance lab. Proficient in phenotypic and molecular methodologies for the surveillance of pathogens that include, but are not limited to: dengue virus, chikungunya virus, malaria, rift valley fever, scrub typhus, influenza, adenovirus, and SARS-CoV2. Manage personnel, facilities, procurement, reporting, and surveillance activities. Serves as Investigator on human subject protocol. First line supervisor of a team of 8-15 technical and administrative personnel. Assist the Laboratory Chief in drafting routine and ad hoc reports for USAMRD-A, funding body, and host nation stakeholders.

Minimum Experience: Bachelor’s Degree in a science discipline, valid certification from the Kenya Medical Laboratory Technician and Technologist’s Board (KMLTTB). Must have >10 years of experience in personnel management, enterics research and surveillance with expertise in College of American Pathologist laboratory accreditation standards and human subject protocols.

i. Laboratory Manager, Enteric Infections (Kenya)

General: Works with Government assigned personnel manage the enteric infection surveillance laboratory.

Specific Duties: Oversees the day to day operations of the enteric infections surveillance lab, which is accredited by the College of American Pathologists (CAP). Manage personnel, facilities, procurement, reporting, and surveillance activities. Serves as Investigator on human subject protocol. First line supervisor of a team of 6-8 technical and administrative personnel. Assist the Laboratory Chief in drafting routine and ad hoc reports for USAMRD-A, funding body, and host nation stakeholders.

Minimum Experience: Bachelor’s Degree in a science discipline, valid certification from the Kenya Medical Laboratory Technician and Technologist’s Board (KMLTTB). Must have >10 years of experience in personnel management, enterics research and surveillance with expertise in College of American Pathologist laboratory accreditation standards and human subject protocols.
