About this file

This is a Darfur Contracting Act Certification form issued by the Department of General Services for the State of California, specifically related to RFP-25-006 for Professional Registered Parliamentarian (PRP) Services with the California Arts Council. The form applies to any company that has conducted business activities or operations outside the United States within the previous three years and wishes to bid on this state contract. The RFP seeks a Professional Registered Parliamentarian credentialed through the National Association of Parliamentarians (NAP) or the American Institute of Parliamentarians (AIP) to provide on-call advisory and procedural consulting services to support the Council's compliance with Robert's Rules of Order and governance requirements. The contractor should possess expertise in Robert's Rules of Order, experience serving as a parliamentarian for public bodies or boards, and familiarity with the Bagley-Keene Open Meeting Act. Proposals must be submitted to Procurement@arts.ca.gov from qualified entities including California independent contractors, individuals, sole proprietors, partnerships, California Certified Small Businesses, Disabled Veteran Business Enterprises, 501(c)(3) organizations, private for-profit organizations, and organizations with joint powers agreements based in California.

The certification form requires eligible companies to select one of two options: either certify under penalty of perjury that the prospective proposer is not a scrutinized company per Public Contract Code Section 10476, or provide written permission from the Department of General Services if the company is a scrutinized company. A scrutinized company is defined as one with business activities or operations outside the United States within the previous three years. The form requires completion of company name, Federal ID Number, authorized signature, and printed name and title of the signing official. Companies that have not engaged in any business activities or operations outside the United States during the three-year period are exempt from this certification requirement.
