About this file
This is a Commercially Useful Function (CUF) Evaluation and Determination Worksheet used by the California Arts Council for RFP-25-006 Professional Registered Parliamentarian (PRP) Services. The worksheet is completed for each certified Small Business (SB) and/or Disabled Veteran Business Enterprise (DVBE) identified in a bid submission to assess compliance with CUF requirements prior to contract award. The evaluation determines whether the SB or DVBE supplier will be responsible for executing a distinct element of work, actively performing or managing the contracted services, and performing work consistent with their normal business functions. The worksheet does not establish specific response dates, due dates, site visits, bidder's meetings, award dates, or contract terms, as it serves as an evaluation tool rather than a solicitation document.
The CUF evaluation focuses on five key compliance criteria: the supplier's responsibility for a distinct work element; the supplier's actual performance, management, or supervision of obligations; consistency of the work with the supplier's normal business activities; the supplier's responsibility for product negotiation, quality determination, ordering, payment, and installation where applicable; and adherence to normal industry standards regarding subcontracting. Compliance is achieved only when all five questions receive affirmative responses or are marked as not applicable. The worksheet contains no pricing terms, funding information, incumbent status, or other financial requirements, as these elements are addressed in the primary RFP solicitation document rather than in the evaluation worksheet itself.
