EXECUTIVE SUMMARY

USAID is planning to decommission existing AC units in the Residence Compound (RC) and the Embassy Compound (EC) and replace them with new ones. USAID contracted Perez to conduct a feasibility assessment of the suitability of the present midstream to downstream electrical distribution system to power the new AC units and to recommended solutions where the electrical distribution system was not suitable. This report details the current condition of the sub-distribution panel powering each building and the changes that are required in terms of addition to or replacement of the sub-distribution panel and other electrical materials so that the downstream distribution system supplies the right power phase (3-phase or 1-phase) to the AC units. Additionally, this report details how the new AC units are allocated to the various buildings and the quality control plan expected from the AC contractor to install the AC units. Cost estimates for the electrical modification and AC installation works are presented.

1. INTRODUCTION

1.1 Problem Statement

The USAID compound consists of the Residence Compound (RC) and the Embassy Compound (EC). The RC is the bigger compound with more buildings and it is located about 300 meters east of EC. The layout plans for the RC and the EC are provided in Figure 1 and Figure 2 respectively.

USAID wants to replace the current AC units in 40 buildings in the RC and 10 buildings in the EC with newly purchased units, however USAID needs to know if the current electrical distribution systems at both the RC and the EC are suitable to successfully power the new AC units and if not, provide recommendations on the changes required to make the electrical distribution system suitable to power the new AC units.

At the RC, the current AC system has the indoor unit powered by single phase power from inside each building and the indoor unit in turn powers the outdoor unit with the same single phase power. With the new AC units, the outdoor units will be powered separately by three phase power and the indoor units are powered separately by single phase power. Due to this differing power requirement for the current AC system and the new ones, a problem has arisen which must be solved by a site assessment to verify if the current electrical distribution system for each of the 40 buildings in question is suitable for the new AC units. If unsuitable, actions must be recommended to be carried out to make the electrical distribution system suitable for the new AC units.

The same applies to the 10 buildings in question at EC because the AC units are either powered the same way as the AC units in RC or in the reverse way; that is the outdoor unit is powered by single phase and the outdoor unit in turn powers the indoor unit. Additionally, an assessment must be carried out to confirm if the electrical distribution panel can supply power to the new AC units based on availability of spare circuit breakers in the electrical distribution panels.

2. SITE ASSESSMENT

2.1 Site Assessment Objective

The objective of the site assessment is to provide answers to the problem statement above without causing disruption to the power supply for the use of occupants at both the RC and the EC. The electrical distribution system for each building in the two compounds, with the exception of those buildings that were determined by USAID as not necessary or priority, had to be assessed to determine its suitability to supply power to the new AC units when installed.

2.2 Site Assessment Team

The electrical site assessment was carried out on the 26th and 27th of October 2022 at the RC and 4th of November 2022 at the EC. Follow-up site visits were made to both the RC and the EC to collect additional information or confirm collected information. The composition of the site assessment team is shown in Table 1 below with further details.

2.3 Methodology

The methodology used was to start from downstream by examining the switch gear (isolator or sub – distribution panel or junction box) supplying power to each of the building or houses or townhouses for the presence of three phase power since three phase power supply is needed for the new AC units. Additionally, Perez was required to check for the availability of spare circuit breaker(s) in the sub-distribution panel. In the case where there was no spare circuit breaker(s), Perez had to check if there was enough space in the sub-distribution panel to fit extra circuit breaker(s) (as shown in Picture 1 below) needed to power the new units with 3-phase for the outdoor unit and single phase for the indoor unit. Where three phase power supply was not available at the downstream, we had to investigate the reason by examining the midstream.

PAGE 8 REPLACEMENT OF AIR CONDITION (AC) UNITS AT THE EMBASSY COMPOUND (EC) AND THE RESIDENCE COMPOUND (RC) – ELECTRICAL

PICTURE 1: Showing Availability of Space to Fit Extra Circuit Breakers to Power AC Outdoor 3-Phase Unit in RC.

In the RC, the distribution panel midstream and the sub-distribution panel or junction box downstream had to be opened safely without causing disruption to the power supply and without harm to the assessment team and data collected for townhouse 6 to townhouse 41. The isolators for House 1 to House 4 were also examined and the corresponding data were collected. The same methodology was applied for the 10 buildings in the EC.

For the RC, the existing AC indoor units are single phase and the new AC indoor units are also single phase so there is no issue. The challenge comes with the outdoor unit because the existing outdoor units are single phase powered while the new outdoor units are three phase powered. As a result, some modifications have to be made to the downstream distribution system to make three phase power supply available to the new outdoor units.

Similar challenge exists with all buildings at EC although with a slight variation in the chancery building where the existing AC units are powered such that single phase power flows to the outdoor units and the outdoor units in turn powers the indoor units.

PAGE 9 REPLACEMENT OF AIR CONDITION (AC) UNITS AT THE EMBASSY COMPOUND (EC) AND THE RESIDENCE COMPOUND (RC) – ELECTRICAL

3. SITE ASSESSMENT FINDINGS

3.1 Electrical Distribution System

For the RC, of the 40 building structures, House 1 to House 4 are bungalows that have an isolator as supply into the building and not a distribution panel. For Townhouse 6 to Townhouse 41, it is a case of either a distribution panel or a junction box supplying power to the townhouse.

Additionally, Townhouse 6 to Townhouse 41 are two storied buildings with each floor having its own or shared sub-distribution panel.

For the EC, each of the 10 buildings has its respective sub-distribution panel supplying power.

The cumulative load current flowing into the sub-distribution panels at both downstream and midstream were taken at morning time (between 9:30am and 11:30am) and its was found that the most loaded sub-distribution panel was only using 13% of its total capacity on its most loaded phase. Please take note that Perez APC and Liberty are also working on the Juba Compound Electrical Upgrade (JCEU) project and power analysis done on that project shows that around 11a.m. is when the load tends to peak at both the RC and the EC, which is about the same time current readings were taken during our site assessment. This proves that there is spare capacity of about 83% on the sub-distribution panels at both downstream and midstream. Furthermore, since the Embassy is swapping AC units, we are therefore relieving the power network of the existing AC units and replacing them with more energy efficient AC units. This would lead to less consumption of electrical energy upstream. Additionally, from submittals reviewed on the JCEU project, we see that load allowance for the new AC units has been considered.

All feeder cables are adequately sized to 100% capacity of sub-distribution panel they are feeding, although these feeder cables are only 13% loaded at peak load.

Earthing is a very important part of any electrical work because a good earthing ensures safety of life; as any occurrence of leakage current will be safely carried down to earth. When the sub-distribution panels midstream and downstream were opened, it was noticed that for townhouses 6 to 17 as well as townhouses 18 and 21 there are 4 core armoured cables entering and exiting the midstream sub-distribution panel and entering the downstream sub-distribution panel. Of the 4 cores, 1 core was used for phase 1, 1 core was used for phase 2, 1 core was used for neutral and 1 core was used for earthing; which is in addition to the earthing already achieved by the steel wired armour (SWA) connected to the metal body of the sub-distribution panel using a metallic (brass - an alloy of copper) gland. On discussion with USAID (Mr. Bossi) about achieving three phase supply for the outdoor units, it was agreed that the 1 core used for earthing be withdrawn and used as the phase 3 to complete the three phase power supply for the AC outdoor units while the SWA which is part of the cable, continues to serve as the earth conductor.

3.2 Required Electrical Changes for Each Building

The site assessment findings are tabulated in detail in Appendix A and Appendix B for the RC and the EC respectively. Table 2 and Table 3 below show summaries of required actions to be taken for each building to make the existing electrical distribution system suitable for the new AC units at the two compounds.

Some of the required actions are the addition of 4 quantities of 150A outdoor sub-distribution panel with 13 outgoing feeders and metering, 1 quantity of 400A outdoor sub-distribution panel with 30 outgoing feeders and metering, 2 quantities of 100A outdoor sub-distribution panel with 25 outgoing feeders and metering as well as 15 quantities of 100A outdoor sub-distribution panel with 12 outgoing feeders and metering. The single line drawings (SLDs) for these sub-distribution panels are shown in Figure 3 to Figure 6 below; with Appendix C showing the calculations of how the current rating of the circuit breakers in Figure 3 to Figure 6 were determined.

It is important to state at this point that a required action in this report might overlap with a solution in another contract or report. Whichever contract is executed first will then take the lead for the implementation of the required action or solution while the overlapping solution or required action in the succeeding contract will be removed.

4.2 Matching of AC Outdoor Units to AC Indoor Units and Allocation of AC Units to Houses / Buildings

The AC outdoor and indoor units were matched to each other using the criteria below, which were determined in consultation with USAID:

a) Size of building / room: A bigger building or room will require AC outdoor and indoor units with a bigger BTU as compared to a smaller building or room.

b) Availability: USAID have already procured the AC units prior to this feasibility assessment, so the matching is restricted by the existing inventory of new AC units.

Based on availability, the new AC units have been allocated such that the BTU of the new AC units is equal or greater than the BTU of the existing AC units at each building.

c) Maximum ratio of indoor unit BTU to outdoor unit BTU: The matching of AC units should ensure that this ratio is not greater than 0.85. This was achieved for all the houses and townhouses in the RC and also for the Chancery Building, New Safe Heaven, Old Safe Haven, State Department and Server Room in the EC. This ratio was not achieved for the less priority buildings in the EC.

d) Minimum percentage of spare AC units: The matching of AC units should allow for at least 10% spare of each model of purchased AC outdoor and indoor units.

Based on the criteria explained above, we have matched the AC indoor and outdoor units and allocated them to the houses and townhouses in the RC and buildings in the EC as shown in Appendix D and Appendix E respectively.

A summary of purchased, allocated and remaining AC indoor and outdoor units is presented below in Table 5.

5. QUALITY CONTROL

5.1 Quality Control Plan

Perez recommends that the contractor that would execute these works is expected to submit a quality control plan detailing the definition of standard of quality of the works, the methodology to measure / monitor the quality of work against the defined standard and actions to be taken to rectify works that are deviating from the defined standard of quality as well as control measures to put in place to ensure quality of works does not deviate from the defined standard in the first instance.

The quality control plan must include the contractor health, safety and environment (HSE) plan for working on and off site. Off site could be when transporting electrical material from one location to another. The HSE plan must detail how HSE will be monitored on and off site.

Very importantly, the contractor must submit all shop drawings for the distribution panels;

detailing their dimensions for approval prior to manufacturing taking place. This will enable USAID to verify space availability for the distribution panels in the two compounds.

5.2 Inspection Stages

There will usually be three inspection stages explained below.

a) Inspection stage 1: This will take place when electrical materials arrive at site. All electrical materials / product / equipment arriving at site must be inspected that they are in good condition and in good working order. Necessary tests must be carried out

PAGE 20 REPLACEMENT OF AIR CONDITION (AC) UNITS AT THE EMBASSY COMPOUND (EC) AND THE RESIDENCE COMPOUND (RC) – ELECTRICAL in the presence of USAID and Perez / Liberty by the contractor to ascertain the condition and working order of electrical materials / product / equipment.

b) Inspection stage 2: During and after modification of electrical distribution system based on Appendix A and Appendix B to make sub-distribution panel have the right number of phase(s) to power AC outdoor and indoor units as the case might be.

Additionally, to ensure all conducting parts are well isolated from the neutral and body of the sub-distribution panel and that conducting parts are not interfering (short-circuiting) with another conducting part of different phase.

c) Inspection stage 3: During and after installation of the AC units to ensure maximal use, as much as is possible, of the cooling capacity of all units. Additionally, to ensure that there is no leakage of cooling gas or damage to any component of the AC units such as compressor etc.

The contractor quality control plan does not have to be limited to the inspection stages above.

The above only serves to give the contractor some guidance on the inspection stages that should be included when preparing the quality control plan.

5.3 Testing and Records

All tests carried out must be recorded and kept for reference at later times. A list of tests to be carried out should be included in the contractor’s quality control plan. USAID and Perez / Liberty can add more tests, test requirements and conditions to the list of tests if required.

5.4 As‐Built Documentation

All as-built drawings of new and modified sub-distribution panels should be made in triplicate by contractor and handed over to Perez / Liberty for review before onward hand over to USAID.

Same applies for all as-wired drawings, datasheets and other technical as well as non-technical documentation.

6. SCHEDULE

The modification of the electrical distribution system to accommodate the new AC units will take about 3 months because the sub-distribution panels will be manufactured to order. The decommissioning of the existing AC units as well as the installation, testing and commissioning of the new AC units will take about 2 months. However, the contractor is expected to submit a work schedule during tendering and validate the work schedule before commencement of work.

7. COST ESTIMATE

This section presents the cost estimate for the electrical modification and AC installation works based on site assessment findings, design drawings and specifications.

7.1 Basis of Cost Estimate

The cost estimate requires the calculation of the quantities of various work items and the costs likely to be incurred there on. The costs include costs associated with project administration and management activities including project management workforce expenses, transportation, traveling, communications, third party expenses, banking transactions expenses and any other management costs. Some allowance was made for contingency (5%), provided for unforeseen costs that may be incurred due to minor changes in the project scope and design basis during the project execution. The estimation also includes a provision for a small profit margin (about 10%) and excludes duties and taxes on imported materials. This cost estimate is calculated up to accuracy level within +/-20%.

7.2 Detailed Cost Estimate

The detailed cost estimates for the electrical modification and AC installation works are presented in Appendix F and Appendix G respectively. The summary cost estimate is presented below in Table 6.

8. CONCLUSIONS AND RECOMMENDATIONS

8.1 Conclusions

The conclusions from this report include the following:

All sub-distribution panels still have enough spare capacity to accommodate the new AC units that will be installed;

Changes that are required in terms of addition to or replacement of the sub-distribution panel and other electrical materials so that the downstream distribution system supplies the right power phase (3-phase or 1-phase) to the AC units were identified for buildings in the two compounds (see Appendix A and Appendix B); and

Plans for matching of AC outdoor units to indoor units and allocation of new AC units to the various buildings in the two compounds were prepared (see Appendix D and Appendix E).

8.2 Recommendations

In addition to all electrical recommendation made in the course of this report, other general recommendation include the contractor familiarizing themselves with their work environment using Figure 1 and Figure 2 above for ease of movement of personnel, materials, tools and equipment.

The single-phase indoor units must be shared as equally as possible between the three phase of the distribution network at both RC and EC in order to ensure that each phase carries a similar amount of load. This will prevent the possibility of a particular phase or phases being overly loaded while other phase or phases have spare capacity that could have relieved the overly loaded phase(s).

RC and EC critical infrastructures should be backed up by UPS so that during the period of power supply isolation, critical infrastructures and data are not lost. UPS back up will also ensure that staffs of EC and RC remain productive during working hours since the UPS will be supplying the electricity to power their computers and other work tool that rely on electricity for its operation.

All circuit breakers in all sub-distribution panels feeding each of the indoor and outdoor AC units must be labelled after installation to help with easy identification and troubleshooting in the future.

It is also important for occupants of both EC and RC to be made aware of AC installation works going on and what time period there will be disruption to their power supply so that they are prepared for such disruption.

Additionally, since the Juba Compound Electrical Upgrade (JCEU) project is expected to commence fully on site soon, work schedule of AC installation contractor can reflect in such a

PAGE 23 REPLACEMENT OF AIR CONDITION (AC) UNITS AT THE EMBASSY COMPOUND (EC) AND THE RESIDENCE COMPOUND (RC) – ELECTRICAL way that power supply isolation will benefit both AC installation contractor and JCEU contractor as against multiple power isolation for each contractor.
