About this file

This document is a Technical Worksheet for a Request for Proposal (RFP) for Stevedoring and Related Terminal Services (S&RTS) by the Department of Defense United States Transportation Command. The solicitation (HTC71125RE125) requires a contractor to provide comprehensive port support services at Military Ocean Terminal - Concord (MOTCO) and the Port of Oakland in northern California, involving cargo handling, transportation, and logistics for Defense Transportation System sponsored and non-sponsored cargo.

The Technical Worksheet requires offerors to demonstrate capabilities across four key areas: (1) labor management with flexible 24/7 operations, (2) equipment provisions including material handling equipment up to 70 tons and heavy tow capabilities, (3) truck and rail operations for loading/unloading military vehicles and cargo, and (4) necessary certifications including HAZMAT handling and valid host nation business licenses. Submissions are limited to 20 pages and will be evaluated on technical approach, with an "unacceptable" rating on any section potentially disqualifying the entire proposal. The government seeks a contractor capable of handling complex military cargo logistics with high safety and operational standards.

4. All requested attachments, port certifications, licensing, permits, documentary evidence (photos), and Material Handling Equipment (MHE) lists shall not count against the page limits.

NOTE** Failure to complete this document in its entirety or attach requested documents may result in an Offeror being ineligible for award.
