This document is an Attachment to a Request for Proposal (RFP) for a Contractor Plan for Continuation of Essential Contractor Services for the NOCAL S&RTS contract (Solicitation Number HTC71125RE125). The plan must comprehensively address five key elements: (1) acquiring essential personnel and resources for up to 30 days of continuous operations, (2) addressing challenges during extended events like pandemics, (3) identifying time lags in personnel/resource acquisition, (4) detailing personnel identification, training, and preparedness for relocation or remote work, and (5) establishing alert procedures and communication expectations for contractor employees during crisis scenarios. The underlying contract requires providing labor, equipment, management services, and cargo handling capabilities for Defense Transportation System sponsored and non-sponsored cargo across multiple transportation modes.
