About this file

This is a Technical Worksheet attachment that establishes evaluation criteria and submission requirements for offerors responding to RFP HTC71126RE113 for Stevedoring and Related Terminal Services (S&RTS) at Indonesian ports. The worksheet requires offerors to demonstrate their capability across five technical evaluation areas: labor resources for 24/7 operations across multiple work sites with flexible scheduling; equipment including Material Handling Equipment (MHE) capable of moving all cargo classes and heavy tow equipment for vehicles up to 150,000 lbs with maintenance support; conveyance loading and discharge capabilities; a certified safety program compliant with USG or host nation requirements with availability of a safety officer; and requisite certifications and port access documentation. Offerors must provide substantive responses that clearly explain how they will meet minimum requirements rather than merely restating PWS language, with technical responses limited to 15 pages excluding cover sheets, tables of contents, photographs, certifications, and business licenses.

The worksheet emphasizes that responses must demonstrate sound technical approaches with detailed descriptions and clear rationale specific to port operations at Banyuwangi, Tanjung Priok, Surabaya, Panjang, and Semarang Perak. Offerors are required to provide certified English translations for any supporting documents issued in foreign languages and must submit proof of current HAZMAT certifications for at least two personnel per CFR Title 49 Section 172.702 and valid business licenses or work permits from the host nation for prime and subcontractors. The government will rate proposals as either "acceptable" (clearly meets minimum requirements) or "unacceptable" (does not clearly meet requirements), with any unacceptable rating on individual questions resulting in an overall unacceptable technical proposal rating. Failure to complete the worksheet in its entirety or attach all requested documents may result in ineligibility for award.

** Submission Rules & Instructions: **

1. Basis for Responses: All Offeror responses within this Technical Worksheet must be based on the requirements outlined in Attachment 1, Performance Work Statement (PWS). Offerors shall assume the Government has no prior knowledge of their company's experience.

They must provide clear and convincing rationale demonstrating how they intend to meet the minimum requirements identified in the PWS. Responses that merely paraphrase the PWS, provide flowcharts listing PWS activities without explanation, or use generic phrases like "standard procedures will be employed" without detailed descriptions will be considered unacceptable.

3. Page Limit for Technical Evaluation: The Offeror's written technical response within this Worksheet shall not exceed 15 pages. This limit applies to all narrative and descriptive content provided for evaluation, including appendices, annexes, figures, and tables directly supporting the written response. Content exceeding this 15-page limit will be removed before evaluation.

4. Exclusions from Page Limit: The following content will not be subjected to the page limit:

· Cover Sheet

· Table of Contents

· Government-provided Instruction Page(s)

5. Foreign Language Documents: Offerors must provide certified English translations for any supporting document issued in a language other than English (e.g., port certifications, licenses, permits). Documents shall be clearly titled and/or marked to allow easy identification of the original document and its corresponding English translation.

NOTE** Failure to complete this document in its entirety or attach requested documents may result in an Offeror being ineligible for award.
